Rutgers, The State University of New Jersey is seeking an Associate Controller for Payroll Services. This positions reports to the Associate Vice President and University Controller and supervises a staff of 25 professionals.
The Associate Controller for Payroll Services is a senior executive position and a key member of the University Controller's leadership team.
Specific responsibilities are as follows:
Ensures payment of compensation to all University employees and employees of related entities.
Calculates mandatory and optional tax, benefits and other withholdings.
Records and reconciles associated compensation and tax liabilities and expenses in the general ledger and manage commitment accounting activities.
Oversees payment of withholdings and associated payroll liabilities to taxing authorities, government agencies, benefits providers, and others.
Ensures compliance with applicable federal, state, and local regulations, including record retention requirements.
Increases effectiveness to decrease transaction costs, transaction cycle times, transaction errors, taxing and regulatory authority penalties and interest, and increase internal and external client satisfaction.
Manages tax filing and reporting; evaluate and determine tax treaty benefits for non-resident alien employees and non-resident independent contractors; prepare and submit payroll-related tax filings (W2, 1042s, 941, etc.).
Develops, implements and monitors customer service and communications program that includes standards, measurement against standards and analysis of patterns of customer inquiries and resolution times for continuous process and communications improvement.
Organizes and analyzes data to identify trends and irregularities in transactions processed and wages, benefits, and taxes paid; make recommendations for service enhancements and/or problem resolution.
Minimum Education and Experience:
Bachelor's degree in accounting, finance, business administration, or related field.
At least ten years of related professional experience in a financial/accounting function in a leadership or managerial role of increasing responsibility
Required Knowledge, Skills, and Abilities:
Knowledge and understanding of relevant DOL, IRS, and other regulations as well as process management, improvement techniques, and project management skills are required
Skills in planning and organizing, integrating information, making decisions, and attaining results
Excellent communication skills and computer literacy and ability to effectively communicate with senior University leadership
The University is undergoing a business process review of human resources and payroll services in anticipation of moving these services to Oracle's cloud-based Human Capital Management (HCM) platform. The successful candidate will have the leadership and strategic planning skills to move the Payroll Services organization from the current PeopleSoft system to the Oracle HCM platform. This transition will require the next Associate Controller to overhaul and strengthen core internal controls, business processes and manage the staff to effect the transition.
In addition, the University's Finance and Administration Division is moving ahead with a set of strategic priorities that embody a culture of customer service and focus on developing partnerships in support of the University's academic and research mission.
The successful candidate will have strong leadership skills to instill a customer focus and the capacity to build effective teams to provide the highest level of service to the University.
A CPA and payroll accounting experience within a university setting are strongly preferred.
