UW Medicine has an outstanding opportunity for a Program Manager (PM), responsible for creating and leading a Project Management Office (PMO) at UWMC. This position will facilitate the planning, establishment, execution and evaluation of a multi-year project roadmap to align UWMC with UW Medicine strategic goals. The PM will work closely in partnership with the Executive Director (ED), Administrative Leaders and Medical Directors to identify and prioritize projects based upon return on investment and alignment with strategic goals. This role will create the UWMC multi-year project roadmap which will include multiple projects within the organization aimed at driving results and helping to realize our strategic business vision. The PM will develop and drive an integrated plan that includes program deliverables, total revenue, profit opportunity, enterprise-wide impacts, milestones, risks, assumptions, constraints and overall investment.
The Program Manager PM will work closely with the UWMC Executive Director to prioritize key strategic opportunities and will be responsible for creating a multi-year project roadmap based on these priorities and based on the expertise and experience of the PMO Program Manager. The projects and initiatives to be managed by the PMO Program Manager will have a direct impact on revenue, public opinion and UWMC's ability to negotiate with payers from a position of strength. This position will also have an impact on improving UWMC's ability to deliver quality patient care as this position will lead initiatives and projects that directly impact clinicians in their day to day activities. Two examples of the type of projects that this position will manage include UWMC's Operation Excellence which is focused on changing the nursing staffing model and productivity requirements across the Patient Care Division and Improving OR Efficiency, the goal of which will be to increase efficiencies and productivity to generate additional cases and increase revenue.
Program Leadership and Oversight: Assess project management needs across UWMC Initiatives Lead the creation of a Project Management Organization (PMO) Recruit and retain PMO staff (Project Managers, Analysts, Organizational Change Management resources) to meet the needs of the organization Provide leadership for project resources (FTE and contractors) Implement standard project management tools and processes for UWMC (*leveraging best practices across UW Medicine) Develop criteria for determining which projects need PMO support Ensure effective mechanisms are in place to track project scope, schedule, budget, issues, and risks across all projects within the PMO
Portfolio Management: Maintain a project inventory and timeline Partner with Leadership to ensure that projects align to Strategic Goals Work with Leadership to prioritize initiatives and focus resources on highest value projects Track the resources and investment per project Analyze resource capacity Sequence projects to resolve resource gaps Analyze project contributions against financial/organizational goals
Project Initiation and Planning: Facilitate the initiation and planning for PMO projects using standard tools and processes Work with Business Owners to define project scope and objectives Define skills required to complete project tasks Identify and assign project management resources needed to do the work Work with Business Leaders to create project teams Define and communicate clear project roles and responsibilities Ensure development of detailed project plans with scheduled deliverables Identify organizational change impacts and facilitate development of Change Management strategies Track progress on execution against plans Monitor resource utilization and adjust resource estimates as needed Help develop project budgets
Project Execution: Manage all components of PMO projects throughout their execution Ensure completion of standard project deliverables, as appropriate Manage execution of project tasks, understanding task dependencies and timeline impact Ensure that Change Management activities align with project schedules Track external dependencies and escalate issues/risks as appropriate Provide input for return on investment analysis as requested Report project/portfolio status on a regular basis to Executive Leadership and Stakeholders
Project Risks and Issues Management: Facilitate completion of initial risk assessment and document risks for each project Identify and lead development of mitigation plans and document mitigation plan for any key risks to projects Review existing risks at frequency appropriate to the risk factors and document updates Monitor project environment and add risks as appropriate Ensure issues are documented, assigned, assigned severity, prioritized and updated appropriately by project team members Communicate and escalate critical/high issues to project sponsorship/project leadership as appropriate Recommend solutions based on accumulated input from team members
Communications and Progress/Status reporting: Report regular status of current efforts, achieved milestones, and current risks and issues in formal documented status reports and in multiple meeting forums Report progress of project relative to the planned progress to include earned value of project effort relative to planned value including a variance explanation Facilitate project team meetings with agendas and meeting minutes to capture key decisions and actions Leadership of project staff as well as contract staff in the execution of project activities. This includes managing future FTE and contract staff Manage the completion, maintenance and execution of project communication plans to include internal and external communications The PM will be responsible for building the Project Management Office up to three Project Managers and three Analysts. The PM will be responsible for supervising the work of these employees and other resources supporting PMO sponsored projects.
REQUIRED: Bachelor's degree in health-care related profession, technology field, business related field or other analytic or communication related discipline.
10+ years of project management experience to include 6+ years of leadership and people management experience and proven experience in building high performing teams
Minimum of 3 years experience project management in a healthcare setting
PMP or equivalent certification desired Financial and data analytics experience
