Negotiates key government contracts and develops negotiations infrastructure while managing personnel assigned to the Contracts and Procurement Department.
Negotiates key government contracts for data licensing, software licensing, consulting, and related services. Supports the sales team in negotiating price, deliverables, service and length of contract, with primary responsibility for negotiation of other contract terms. Manages cross-functional involvement of sales, marketing, supplier management, service, operations, legal and finance to develop contracting/negotiating strategies. Identifies, manages & communicates risks & opportunities around specific contracts. Maintains communications to ensure timely contract execution by the parties. Ensures final contract documents are consistent with agreements reached at negotiations. Plans and participates in the training of contract practices and negotiations to company personnel. Documents contract issues affecting price, cost or risk to IMS, and develops iterative approaches and solutions sets to these issues (working with other IMS departments), and creates process/system which incorporates these elements to improve the organization’s ability to negotiate contracts. Collects and shares information on successful negotiation practices within the company. Improves organizational contracting effectiveness through continuous process improvement, training, and education. Increases the negotiating skill level of appropriate individuals in Client Management. Continuously improves contracting processes to: (a) make it easier to do business with IMS, (b) minimize time / resources required to obtain signed contracts, (c) consistently obtain signed contracts, and (d) facilitate achievement of commercial objectives
Manage personnel assigned to the Contracts and Procurement Department along with all Contracts functions
Makes certain contracts are in compliance with QuintilesIMS policies and procedures, as well as, federal, state and local reporting requirements; includes compliance with government standards and practices such as Defense Contractor Audit Agency “DCAA” and Federal Acquisition Regulation “ FAR” requirements
Drafts and reviews Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), subcontracts and Requests for Proposal to subcontractors
BA/BS degree required; JD or relevant graduate degree a plus. Minimum eight years of demonstrable success negotiating complex, multi-million dollar contracts. Significant experience with licensing or consulting services contracts preferred. Business / legal / financial acumen. Strong negotiation, analytical, organizational and project management skills.
