The incumbent provides engineering expertise for the design and construction of simple-to complex multi-disciplined projects with the goal of improving visitor experience and protecting and restoring natural and cultural resources. Projects include: rehabilitating visitor centers, developing campsites, replacing lodging facilities, constructing employee housing, replacing water and wastewater systems and treatment facilities, relocating underground utilities, reconstructing roads, removing and replacing bridges, rebuilding trails, constructing parking and bus facilities, developing new public transportation system, removing or reusing administrative structures, rehabilitating mechanical and electrical systems and restoring park acreage to its natural state. Incumbent performs contracted and in-house engineering designs, coordinating with other technical specialists to ensure building systems and infrastructure are in compliance with applicable standards. Monitors, coordinates, reviews, and assesses the technical adequacy of plans, provides specification requirements for projects. Using value based decision methodology, analyzes project designs and specifications for possible alterations that would reduce costs without any subsequent degradation to the quality or scope of the project. Work consists primarily of simple-to-complex, multi-disciplinary design and construction projects with challenges arising from multiple points, such as unusual, highly sensitive natural or cultural resource planning issues; multi-year phasing (affecting schedules and funding); high visibility, controversial, significant political interest and oversight; possible jurisdictional disputes; the need to apply advanced judgment to critical issues, and problems requiring unique approaches and solutions. Incumbent has responsibility for the successful completion and execution of multiple projects which require the ability to manage multiple projects in different phases of design and construction simultaneously.
Once at the GS-12 grade level, the employee will be required to work independently and utilize greater judgment in design, construction and scoping of future projects through condition assessment program. Employee will not provide training to new park employees at the GS-11 grade level but once experienced and performing at the GS-12 grade level, the employee will mentor and train employees at GS-11 grade level and below junior engineers in training and senior trades (WG) employees. Employee will not complete design, finalize construction drawings and direct senior trades employees without inspection and approval of Senior Civil Engineer. At the GS-12 grade level, the employee will independently complete design, finalize construction drawings and direct senior trades employees.
Occasional travel - You may be expected to travel for this position.
Area of Consideration is all qualified persons. Under Executive Order 11935, only United States citizens and nationals (residents of American Samoa and Swains Island) may compete for civil service jobs. Anticipated enter on duty date of late November 2017. This position is located in Sequoia National Park, in the Maintenance and Construction Division in the Ash Mountain sub-division but work may be performed throughout the parks.
This position is seasonal in nature. While it provides the same federal benefits of permanent employment, it does NOT provide for employment on a year-round basis. The selectee will work approximately 44 weeks but not more than 50 weeks, in a service year.
** Relocation/Recruitment Incentive: A one time relocation/recruitment incentive may be authorized. Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
For the GS 11 level: one year of full-time specialized experience comparable in difficulty and responsibility equivalent to the GS-9 in the Federal service. Examples of specialized are: independent management of complex projects, coordination of planning efforts that include multiple entities and alternatives, experience working with compliance and permit processes, negotiations, oversight of contractors, or management of fiscal resources. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR a combination of education and specialized experience and directly related education (The total percentage must equal 100 percent to qualify. An applicant for this grade level may have 50 percent of the total education requirement and 50 percent of the experience requirement). For the GS 12 level: one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialize experience are: independent management of complex projects, coordination of planning efforts that include multiple entities and alternatives, experience working with compliance and permit processes, negotiations, oversight of contractors, or management of fiscal resources.
