E3 Federal Solutions LLC seeks a Senior Subcontracts Administrator to join our Corporate Office.
The position is located in McLean, VA.
This position is responsible for cradle to grave subcontracts administration including but not limited to preparing and negotiating nondisclosure agreements and teaming agreements; developing and distributing subcontractor RFQs, in conjunction with the Business Development Office (BDO) and Pricing departments; evaluating subcontractor proposals and documenting the subcontract file e.g.; cost/price analysis, negotiation memorandum, sole source/single source memorandum; creating, negotiating, and finalizing subcontract agreements upon receipt of purchase requisition from delivery teams (determine appropriate prime contract flow down clauses, assist development of SOW and/or special/unique provisions); providing subcontracts administration and management support (issuing modifications; securing annual certificates of insurance and annual representations and certifications; assisting/leading resolution of complex subcontract issues; maintaining complete subcontract files); and performing subcontract close out (issue deobligation/close out mods; subcontractor release forms).
The selected candidate will have a full understanding of the FAR and the selected candidate must be willing to research agency supplements, as appropriate.
This position also requires prime contract responsibilities in support of the civilian agency team.
The individual will be able to lead negotiations and administer a high volume of subcontract and contract actions.
The individual will be expected to timely and effectively communicate issues and propose solution(s) to solving such challenges to senior leadership.
The selected candidate must be able to create and maintain formal networks internally and externally by attending E3 internal and industry-wide events at a minimum.
Performs other duties associated with this position, as assigned by management.
A bachelor’s degree is required.
A minimum of 8 years of experience in subcontracts/contracts management, working in an organization that has an approved purchasing system.
Must possess experience throughout the procurement lifecycle – pre-award to contract close out.
Must have a full understanding of FAR regulations and how the regulations relate to subcontract management as well as experience managing various types of subcontracts including FFP, T&M/LH, CPFF, and CPAF.
Must have interest in managing prime contracts, including contracting officer relationships.
Must be organized, detail oriented, and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment.
Must be able to perform tasks independently while working in a collaborative manner with the larger operational, delivery, and business development teams.
Must have the ability to research issues and to propose innovative alternatives to solving challenges.
Must have excellent written and verbal communication skills, and be able to positively adapt and/or react to changing work efforts and manage shifting priorities.
Must have excellent MS Word and MS Excel skills.
Experience working in a variety of business sizes – small (limited operational maturity) and large (government approved accounting and purchasing system environment).
Experience managing Contractor Team Arrangements (CTAs) pursuant to GSA Multiple Award Schedules
Familiarity with reviewing Conflict of Interest Avoidance/Mitigation Plans
NCMA Certified Contracts Management Professional (CPCM) or equivalent certification
