Tetra Tech, Inc. currently has an opportunity for a full time Subcontract Administrator in the Richland, WA office to support the procurement and subcontracting needs of our Design, Integration, Construction, Communication and Engineering (Federal Government) projects.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Prepare and issue competitive and non-competitive solicitations
Prepare award determination memos
Prepare and award purchase orders and subcontracts for services, materials, supplies and equipment within their delegated purchasing authority
Analyze price or cost to determine if the selected supplier is offering a fair and reasonable price
Determine supplier responsiveness to the solicitation
Determine if the supplier is responsible
Negotiate price and terms and conditions
Request consent to award from the client
Review subcontractor invoices against awarded subcontracts
Maintain compliant procurement files
Perform small business outreach
EDUCATION, EXPERIENCE AND QUALIFICATIONS:
Bachelor’s degree in business or related field, and a minimum of 3 years’ experience in subcontract administration
Must have a working knowledge of different contract types (i.e. firm fixed price, fixed unit price, labor hour, time & material, cost reimbursement), and the Federal Acquisition Regulations
Experience with Microsoft Word, Excel (formulas) and SharePoint is required
Excellent written and oral communication skills are required
Oracle experience is desired
Experience working with foreign subcontractors is desired
Experience soliciting, awarding and management of construction subcontracts is desired
