GENERAL PURPOSE: Under general direction, manages, administers, and leads capital projects, and design and construction in assigned area of responsibility within the DECM Department; ensures that projects are designed and constructed within time and budget constraints and in full compliance with ST, local, state, and federal policies, procedures, rules, and regulations; develops and maintains productive relationships with project partners, jurisdictions and community groups; organizes and leads project teams through project initiation, development, and implementation; develops and manages project specific scopes, schedules and budgets; interfaces and works cooperatively with other Agency departments to implement and support Agency wide programs and to obtain consensus and approvals related to project or task; provides for the proper staffing of assigned projects; and represents the Agency on a local and regional level to inform and educate the public on current and future regional transit projects.
ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Participates as a member of the Sounder Capital Program team, providing analysis, in-sight and recommendations to the program's leadership. Leads, coordinates, schedules, assigns, and inspects the daily work activities of assigned staff, consultants and contractors. • Procures design consultants and third party agreements; coordinates and tracks consultant and agreement scope of work; monitors schedules; participates in the development of project feasibility studies, site selection, technical documentation of environmental analysis, and environmental reports for federal and state agency review and approval; supports the approval of project environmental phase and development of environmental documentation; negotiates and manages elements of scope, quality, schedule, costs, risk, personnel, consultants/contractors of design, construction and signage; manages project budgets and schedules for design and construction; ensures all scope of work includes proper adherence to all applicable codes and design practices; negotiates and approves change orders; forecasts future work for budget and schedule purposes; manages spending and monitors expenditures of project budgets and grants; and presents contracts and amendments to either the Change Control Board, Sound Transit Finance Committee or Sound Transit Board for their consideration. • Establishes and maintains effective working relationships and communications with project partners, including local (Cities of Lakewood, Tacoma, Puyallup, Sumner, Auburn, Kent, Tukwila, Seattle, Edmonds, Mukilteo, and Everett), state (WSDOT), and federal government officials (FTA, FRA), oversight groups such as the Citizen Oversight Panel, and key community stakeholders; negotiates and manages third party agreements to ensure compliance and accountability. • Establishes relationships and builds consensus to reach, maintain and manage agreements between members of the affected communities or railroads and the design and construction team regarding station access improvements, track and signal improvements, design features, environmental impact mitigation, development and construction of improvements to the Sounder commuter rail system. • Manages the progress of the design team including the budget and resources; maintains key project milestones; performs quality control of the design for best practices and code compliance; manages and reallocates contract funds if appropriate; distributes plans for review and approval by various sources both internal and external to Sound Transit; and monitors consultants work to determine if they are meeting the duties required by the scope of work. • Manages reviews of design plans, environmental documentation, transportation studies, and other design documentation required to develop and permit assigned projects; manages review of estimates for technical quality and adherence to applicable codes and standards; reviews and evaluates plan submittals, permit, environmental, and land use requirements and analyzes and solves complex technical problems and situations; reviews and gathers comments from interested parties and reviews the comments with the design team and determines how each comment is best addressed. • Coordinates and mediates competing goals and expectations of the project with Sound Transit Operations and other Sound Transit departments, local cities and the surrounding community; coordinates with a wide group of users and operators of facilities to ensure proper operation and the completion of construction; and ensures the best practical project has been constructed. • Negotiates and manages Intergovernmental Agreements (IGA) with partner cities and agencies; agreements include joint use of capital funds or shared operations of a given facility; defines each project partner's roles and responsibilities. • Serves as team leader for design and construction projects performed by Agency staff, consultants, and contractors ensuring adherence to quality, budget and schedules; plans, prioritizes, assigns, reviews, and participates in the work of assigned staff; establishes schedules and methods for providing assigned services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly; leads working groups to implement Agency programs; and interacts with project partners, local agencies, and jurisdictions to share knowledge, negotiate issues and develop collaborative relationships. • Coordinates with construction management teams in the delivery of the project; ensures constructability reviews; reviews plans and specifications for constructability and bid ability and Issue for Bid stages; provides suggestions and recommendations for better design; analyzes construction risk factors using experience and knowledge to determine risk and develop methods to minimize and control risk; for construction of projects in the state right-of-way (ROW), works with Washington State Department of Transportation (WSDOT) team to ensure Agency goals and objectives are met; establishes budgets and task orders; and approves changes. • Negotiates and manages the commitments of agreements with local jurisdictions, project partners, and developers. • Maintains project-level records concerning design, environmental, contracts, meetings, and other; prepares reports and briefings on project status, progress, changes, and related items related to scope, schedule, and budget; analyzes, tracks and reports on trends in project development, schedule, and budget in conjunction with the Department's Project Control group; represents Sound Transit on a local and regional level to inform and educate the public on current and future transit projects; develops meeting agendas and writes speaking points; and responds to and resolves inquiries and complaints. • Provides support to the department and others on matters as directed; serves as staff on a variety committees as assigned; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations. • It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees. • It is the responsibility of all employees to integrate sustainability into everyday business practices. • Other duties as assigned.
MINIMUM QUALIFICATIONS: Education and Experience: Bachelors Degree in engineering, architecture, construction management, environmental or closely related field and five years of experience in major capital project delivery, project management, and design work and construction administration that includes two years leading or supervising small to mid-size projects, and reading construction plans and specifications, preferably in a public sector transit related organization; OR an equivalent combination of education and experience.
Required Licenses or Certifications: Possession of valid Washington State Driver's License.
Preferred Licenses or Certifications: Project Management Professional, PMP; Design-Build Institute of America certification; registration as a Professional Engineer or Architect.

PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise when conducting site visits and when working in the field.
