An effective technical solution to manage eligibility across multiple State-based programs including, but not limited to, Medicaid, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families(TANF), Low Income Heating Assistance Program (LIHEAP), and Childrens Health Insurance Program (CHIP) that includes improved business processes for more comprehensive case management. We are seeking a Director, Application Development for our Eden Prairie location responsible for providing detailed solutions and technical architecture blueprints according to business objectives. Primary Job Responsibilities: Deliver business results through flawless execution Cultivate ongoing relationships with executives and other leaders in client organizations Coach and mentor technology professionals in order to build and maintain high performance teams Foster the career development and growth of team members Ability to effectively adapt to and remain effective in a changing environmentDesign and develop highly scalable, commercial Software as a Service multi-tenant applicationsDefine the blueprint, roadmap, and governance of Cloud applicationsOversee technical projects in alignment with product roadmap goals Integrate the solution with Big Data platforms, such as MarkLogic and HadoopProvide technical evaluation for architecture and prepare solutions Responsible for creating common reusable components using Spring cloud, Spring boot, J2EE, React.js, and Hippo CMSProvide Microservices architecture on the Cloud with API Gateway, service registry, and lookup patterns Log application data using Elk and distribute caching and session management using RadisDesign secure Microservices with RESTful architecture; Performance tuning of MicroservicesBatch processing using JBPMSupervise a team of Java Developers, while working closely with management, external vendors, and advisorsUtilize experience working with Cloud technologies like Openshift PaaS, Jenkins ad Docker imagesResponsible for test automation using Selenium and TestNG, Jmeter for performance testing, and monitoring using NewRelicWe are highly technical organization and the chosen candidate has to be in-depth and hands- on with technology. Though it is not expected, the candidate should have an ability to code.
Required Qualifications:Undergraduate degree or equivalent experienceDemonstrated success building robust, flexible technology solutions to meet business objectives7+ years of experience leading the execution of application development initiatives5+ years of experience leading and managing a team of software development professionals3+ years of experience successfully delivering $5M+ initiatives and software productsExperience leading teams in agile methodology transformationExtensive experience building and managing teams on and offshore, and FTE and contractor teamsStrong Continuous Integration and Delivery backgroundHands-on coding experience (ideally within 1-2 years)Preferred Qualifications:Database management experienceExperience in the healthcare industry Familiarity with Health and Human Services Social ProgramFamiliarity with MARSe, HIPPA, FISMA and FedRamp compliance requirements Experience with healthcare regulatory compliance preferred Demonstrated experience managing organizational growth and changeTechnology Careers with Optum.
