Come share who you are and let your passion for performance inspire your life's best work.(sm) This is a Medicaid Leadership opportunity in California with a proposal to support large scale projects aligned to the effective and efficient delivery of services centered on payment of fee-for-service claims, provider and member relations, drug rebate, pharmacy operations support as well as other related services necessary to support the health care delivery. Candidates must be comfortable pursuing a permanent role that is contingent on future award status with client. This position is responsible for the quality delivery for Government initiatives. This position will also be accountable for driving and implementing best practices according to IEEE standards and industry best practices. In addition, experience with IV&V is a huge plus. The person will be working with internal & external stake holders for strategy, planning & execution of critical releases. Extreme importance is put on soft skills with extremely clear verbal and written communication. Please note that there may be some travel needed for this position. Primary Responsibilities: Manages decisions that impacts employees or customers (internal or external) to product, service or process Establish/implement/ensure quality and best practices Identify and mitigate risks/issues related to Quality across the SDLC Has hands on working experience with Waterfall, Agile, and Iterative methodologies Ensure compliance with applicable testing standards and best practices Provides accurate & timely reports to stake holders Analyzes and profiles data to meet project needs Coordination with development, business and infrastructure teams for day to day project activities Solves unique and complex problems with broad impact on the business Principal manager for setting strategy and vision for the Contract's QM activities including Quality Assurance, Quality Control and reporting Responsible for communication and coordination across all Business Services across the Contractor's Operations, as well as communication with DHCS and its independent QM contractor for all matters pertaining to quality of service delivery Plays a critical role in providing data, system and operational procedures, operational manuals, and any other access to DHCS and its independent QM contractor during independent audits Responsible for facilitating unlimited and absolute transparency into all aspects of the Contractor Operations and performance Filling this position shall occur no later than six (6) weeks after CED, and shall remain filled throughout the life of the Contract
Required Qualifications: 2+ years of experience leading teams and/or managing workloads for team members Prior experience leading distributed teams Overall experience of 10+ years in IT experience Experience in IEEE and audit processes Experience in Requirement Analysis, Traceability, impact analysis and reporting Experience in Defect Management - reporting, triage, RCA activities Hands-on experience in planning, developing, executing and validating test efforts for complex projects Successfully led change initiatives and client facing engagements Bachelor's degree A minimum of 7 years of quality management (QM) experience in a large-scale organization with an emphasis on customer and service delivery Two years of MMIS or government, or private sector healthcare payer experience Exemplary customer service skills Excellent verbal, written, and presentation communications skills Must be able to work in Sacramento office Preferred Qualifications: Proficiency in Microsoft Office Knowledge of automation processes Experience with testing toolsCareers with Optum.
