An Oklahoma City based government contractor seeks a Contracts Manger.
Provide full contract life cycle support of prime and subcontract vehicles to include RFP analysis, pricing, and response, reviewing contract terms and conditions, negotiation support, risk evaluation and mitigation. In addition, handle post-award contract management, including contract administration, document management, contract interpretation, preparation of reports such as funding backlog, advising on compliance requirements, and reviewing modifications.
Responsible for day-to-day management and administration of prime and subcontract requirements.
Review RFQ and RFP solicitations and assist with proposal development to ensure conformity with government agency requirements and company policies. Organize the process and ensure all requested information is addressed to include technical plans, pricing and scheduling, quality control plans, etc.
Candidate will be responsible for preparing pricing proposals and coordinating with subcontractors to prepare and submit consolidated cost and technical proposals.
Manage contracts, subcontracts, and teaming agreements so approvals, extensions, modifications, supplemental funding requests, key personnel notifications, close-outs and other actions are handled promptly.
Develop and review documents such as teaming and partnering agreements, insurance contracts, non-disclosure agreements, and leases as well other policies and procedures in connection with the contract administration function. Manage activities around these documents such as renewal dates and requests for COI's.
Analyze job costs, direct labor hours, indirect rates, proposed bills of material and equipment, and estimated profits/net proceeds for purposes of monitoring completeness of actuals and contract performance, identify items necessary to meet target objectives, and coordinate with Program Managers to ensure timely invoicing.
Coordinate approval of negotiations, contracts, and subcontracts with appropriate management staff.
Proactively monitor prime and subcontract compliance funding, mandatory reporting, and other required deliverables. Coordinate with internal departments ensure contract requirements are fulfilled.
Build and maintain supplier relationships; hold suppliers and subcontractors accountable to deliver on contractual commitments such as providing certified payrolls when Davis-Bacon requirements are applicable.
Ensure the company is compliant and meets contracts terms and conditions with our clients.
Contribute to continuous process improvement efforts.
Perform additional accountabilities, duties and participate in special projects as assigned.
5+ years general federal contracting experience
3+ years of experience managing government contracts, to include prime and subcontracts (all contract types a plus).
Bachelor's Degree in a related field or commensurate experience
Accounting system experience
Experience with pricing required
Flexible and adaptable to changing environment
Ability to interface with all levels of management and stake-holders
Ability to work well independently or in a team setting
Knowledge of DCAA, DOL, FAR, SCA, Davis-Bacon with the skill to apply Federal procurement regulations, policies, and practices
Ability to build strong relationships with internal teammates, government customers, suppliers and subcontractors.
Strong MS Excel skills necessary to generate/validate complex cost/pricing models
