The Bay Area Air Quality Management District (District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
The District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
The District is currently conducting a recruitment for the position of Advanced Projects Advisor (Climate Protection Program) in the Planning & Climate Protection Division. There is one (1) vacancy. This vacancy is an open recruitment, full time represented position.
Under direction, the Advanced Projects Advisor performs complex technical, policy and administrative support to the Air District, conducts specialized studies and projects, serves as the Air District's liaison with other agencies and the public, and performs related work as assigned. This position supports the Air District's Climate Protection Program.
Examples of Duties for this Position:
Provides technical, policy and administrative assistance for the Climate Protection Program.
Coordinates or provides a lead role in developing new projects and programs.
Conducts complex and specialized studies involving technical, administrative and policy matters; prepares and presents reports of findings.
Provides economic analysis related to greenhouse gas (GHG) mitigation, including: economic analysis of regulatory and policy options, lifecycle analysis, valuation of carbon, familiarity with energy/carbon markets, etc.
Leads assessment of emissions impacts from federal, state, regional and local GHG mitigation policies such as Cap & Trade, fuel and energy standards.
Supports integration of climate protection and air quality/health programs.
Provides assistance to the Air District and its executive and management staff in technical, policy and administrative matters.
Represents the Air District with industry, governmental agencies, regulatory agencies, community groups and the public for a variety of purposes; speaks with the authority of the Air District when so assigned.
Prepares requests for proposals and monitors contractors' activities.
Tracks, reviews and analyzes current and proposed policies, regulations and legislation; notifies the District of significant activities and implications.
Writes, compiles and coordinates a variety of technical, policy and administrative reports.
Analyzes concepts, technological developments and industrial procedures related to greenhouse gas mitigation and recommends courses of action.
Education and Experience:
A typical way to obtain the knowledge and skills is:
Equivalent to graduation from a four year college or university with major coursework in environmental studies, engineering, business or public administration or a closely related field (e.g. environmental science, ecology, natural resource management or policy) and three years of experience in air quality management.
Experience in environmental science or management, public policy, natural resources management, environmental law or economics is desirable.
Experience in climate protection planning and/or GHG mitigation, and economic analysis is desirable.
Other Requirements Must possess a valid California driver's license.
