Schedule Information: Midnights 11:00 pm - 7:00 am., when field training is complete (initial field training will be day, evening and midnight shifts)
Hours Per Week: 40 hours Includes weekends, holidays. Shift Differential pay may apply

Community Service Officer I (CSO I) duties include provisions of communications/dispatch and patrol of a public safety nature as representatives of the Harper College Police Department (HCPD). Communication/dispatch responsibilities include the preparation, processing and maintenance of various electronic and paper documents in an effort to maintain institutional, state and federal guidelines. Patrol responsibilities include patrolling of college properties, parking enforcement and various administrative functions, thereby assisting the campus community, the general public and the Harper College Police Department.
CSO I while in communications/dispatch is responsible for the safety of the members of the HCPD who conduct field operations and act as a resource for the institution. Additionally, they serve as a resource via radio and telephone to all other divisions of the College. Patrol functions include the opening and closing of facilities as requests, conducting crime prevention checks of college assets, enforce parking regulations, and resolving various issue that do not require the services of a Police Officer.
In accomplishing these important tasks the CSO I may:
Answer a multi-lined telephone system used to deliver information, dispatch emergency units and direct calls to appropriate divisions, persons and outside agencies.
Assist HCPD members via radio in requesting information or giving directions to resolve issues.
Assist students, faculty, staff and visitors with directions, vehicle problems, medical issues, and provides other information and assistance as necessary.
Use various institutional and government databases for information relating to police services and investigations, student information and divisional requests.
Issue College keys to authorized employees, vendors, contractors or emergency personnel.
Maintain parking regulations by issuing permits, verifying information and issuing parking citations.
Provide assistance to walk-in traffic for information, directions, complaint resolution, parking ticket appeals, and other information general in nature.
Perform escorts, vehicle jumpstarts, vehicle lockouts and traffic direction.
Act as caretaker for the College’s property and observes college activities for unsafe or poor conditions; then takes the appropriate steps to correct the issue and report all hazards to a supervisor or communications.
Input data into various databases.
Maintain computer and security systems functionality, lost and found property, departmental forms and supplies.
Transform citizens’ requests for services into departmental Call for Service cards and dispatch requests to appropriate department members, divisions of the College or outside agencies.
Monitor the National Weather Service radio for severe weather that could affect Harper’s campuses and citizens.
Dispatch appropriate personnel to alarms and assist HCPD officers as directed.
Call in off-duty personnel from other areas of the College to assist in emergencies.
Perform other appropriate duties as assigned.
The CSO I is directly supervised by the shift’s Team Leader (or Officer in Charge (OIC)), Deputy Chief and Chief of Police.
Be at least twenty years of age
High School Graduate required or equivalent education and experience
Successfully complete a background investigation, polygraph and psychological examinations
Successfully pass a keyboarding assessment exam of 30 words per minute
Excellent communicative skills (English) – both spoken and written
Computer literacy in Microsoft Office Suite and Adobe products
Valid Illinois Driver’s license with a good driving record
Successful completion of a medical examination and 9-panel drug screen
Required on the job training:
Successfully complete of the HCPD training program within four months of employment.
Successfully complete the Law Enforcement Agencies Data System (LEADS) LEADS – FULL ACCESS course within four months of employment.[i]
Successfully complete training in use of the College’s indices to inquire upon student records within four months of employment.
Successfully complete First Aid, Cardio Pulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED) certification within 6 months of employment.
Successfully complete Hazardous Materials-First Responder training within 6 months of employment.
Annual proficiency requirements:
Shall maintain certification in LEADS – FULL ACCESS
Shall maintain certification in AED, CPR and First Aid
