Integrated Security is a Virginia Tech strategic goal and a priority for the university. To support this priority, Virginia Tech built secure facilities adjacent to its Blacksburg Campus, and at the National Capitol Region (NCR) facilities in Northern Virginia. Due to dramatic growth of Virginia Tech's portfolio of export- and national security-regulated research, Virginia Tech is currently constructing new Blacksburg facilities to further accommodate these goals. The construction and operation of these facilities are overseen by the Office of Export and Secure Research Compliance (OESRC). In the higher education community, Virginia Tech is a leader in the fields of industrial security (2016 recipient of the James S. Cogswell national award for outstanding industrial security).
The Director is responsible for the leadership and management of the Office of Export and Secure Research Compliance (OESRC), the functional administrative unit at Virginia Tech that is charged with oversight of university wide compliance with applicable industrial security, export controls, and regulated transactions with sanctioned individuals, entities, and countries. The Director is designated an Empowered Official under the International Traffic in Arms Regulations (ITAR) and provides leadership and management of the Export Control Office (ECO) within OESRC. As Facility Security Officer (FSO), the Director is responsible for compliance with the National Industrial Security Program Operating Manual (NISPOM) and leadership and management of the Security Management Office (SMO) within OESRC. The Director is responsible for ensuring that classified information, controlled unclassified information (CUI), defense articles, defense services, or other export controlled software or technology are transferred in compliance with the various security, and export and sanctions regulations. The Director reports to the Vice President for Research and Innovation.
- Master's degree in Science, Engineering or Business Administration or bachelor's degree with significant training and/or equivalent progressive experience to an advanced degree may be considered; - Must be a U.S. Citizen due to the nature and sensitivity of the work; - Active Top Secret Clearance; - Experience in administering an export compliance program, including experience working with ITAR, Export Administration Regulations (EAR), Foreign Asset Control Regulations (FACR), Assistance to Foreign Atomic Energy Activities Regulations (DoE) and/or other relevant export compliance regulations; - Experience in administering an industrial security program, including experience working with the NISPOM and Intelligence Community Directive (ICD), secure facilities, secure networks and information systems, government inspections and management of personnel and facility clearances; - Skilled supervisor and coach, able to motivate and develop both junior and senior staff; - Ability to handle sensitive information and maintain confidentiality with discretion and good judgement; -Service-oriented, adaptable and open to change as the office and university evolves; - Demonstrated ability to develop, implement, and maintain effective export, sanctions, and industrial security policies and procedures, and strategic initiatives.
- Experience working as an export control manager and/or industrial security officer managing an export and/or security program at an institution of higher learning; - Experience as an Empowered Official; - Experience as a Facility Security Officer; - Experience as a Contractor's Special Security Officer; - Experience reviewing, evaluating, and/or negotiating research agreements (federal or commercial), including a working knowledge of the federal acquisition regulations; - Experience implementing security practices associated with export controls and controlled unclassified information, such as Technology Control Plans and the National Institute of Standards and Technology publication 800-171; - Experience working with senior management, contracts personnel and/or legal counsel representatives to conduct complex evaluations and make decisions regarding industrial security, export control and/or sanctions; - Experience working with export license applications and DTrade; - Experience working with NISPOM- and ICDs- supporting applications or software programs (e.g., NISS); - Additional degrees in Science/Engineering or Business Administration, other than the required qualification
