Small business with a 40 year history as a first class applied Research and Development company seeks a Contracts Administrator. Will be the primary point of contact and responsible for all phases of contract administration which include: contract negotiation, contract administration, contract and legal requirements, cost proposal preparation, and customer specifications. Will provide timely and effective customer communications and develop and maintain positive customer relationships for both internal and external customers. Must have experience with Department of Defense (DoD), other Government, and commercial contracts; experience with Small Business Innovation Research (SBIR/STTR) contracts is a plus.
Requires expert knowledge of contractual concepts and Government regulations including FAR, DFARS, SAM's, Past Performance Systems (CPARS), Wide Area Work Flow (WAWF), and GSA. Knowledgeable of Government auditing practices and standards with ability to apply information to daily work. Act as contract liaison between the company and Government Contracting Officers (PCO's), Administrative Contracting Officers (ACO -- DCMAO) and other prime contractors. Excellent analytical and communication skills with refined written and oral skills. Familiarity with Export regulations pertaining to International Traffic in Arms Regulations (ITAR) as well as Export Administration Regulations (EAR) required. Strong experience with all types of contracts including firm fixed price, cost reimbursement and T & M. Must be fluent in Microsoft Office and Microsoft Project. Experience with a Contract Management System required. Ability to communicate effectively with contracting officers, customers, management, and employees. A proven track record of working smoothly with internal/external customers and handling complex issues. Ability to work independently as well as working effectively in a team environment. Must be able to multitask in a fast paced environment. Consistently maintaining a professional demeanor and communication style is essential. Good presentation and team-building skills. Excellent internal and external negotiation skills. This position requires candidate be able to obtain and hold a U.S. Government Security Clearance. 3-5 years experience preferred.
