We are seeking various levels of contractors to support our NOAA client in Greenbelt, MD.
The Contracts Specialist shall provide professional support and business aid to the customer and provide support in pre-award and post-award functions (excluding negotiation), using a wide range of contracting methods and types. These functions may include, but are not limited to, acquisition planning, RFQ/RFP preparation, market research/analysis, selection and administration of terms & conditions, cost and price analysis, negotiations, preparation of contract modifications, evaluation of performance, contract termination and contract closeout.
Applies established acquisition/purchasing regulations, policies and procedures while assisting in the procurement of goods and services in a Federal Government environment.
Conducts procurements in accordance with customer requirements, and in compliance with Federal Acquisition Regulations (FAR) and all other applicable Federal and State laws and regulations.
Supports, sources, awards and administers procurement contracts.
Assists Procurement Acquisition Manager with implementation, training and maintaining procurement program and other change initiatives.
Maintains purchasing database integrity, associated documentation and training materials.
Provides support for planning, organizing, and implementing related acquisition/procurement activities.
Prepares contractor packages and functions as the procurement liaison with the Contracting Officer.
Administers contracts, purchase orders, change orders, letters, memoranda's, narratives and statistical reports and procedures.
Maintains and ensures acquisition/procurement file documentation in compliance with FAR and policies.
May assist in special projects assigned by the procurement Acquisition Manager.
Duties also include efforts involved in buying goods and services.
Receives requests for purchase of parts or repair of materiel.
Locates sources of supplies, requests quotes field from vendors, evaluates bids, and selects the most qualified source.
Supports the issuance of contracts, purchase orders, tracks status, and expedites orders according to customer requirements.
Researches new procurement strategies/methods to ensure utilization of procurement best practices.
Bachelor’s Degree (If no degree – can substitute with 4 additional years’ experience).
A minimum of 4 years relevant experience.
Experience with using GSA GWACS, NITAAC, and other service contract vehicles.
