This is a full-time managerial position, and hours of work and days are Monday through Friday, 8:30 a.m. to 4:30 pm. Occasional evening and weekend work may be required as job duties demand. Note: This position is in the “NL” category of employment (non-fixed work week) and have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. However, unusual requirements for additional work time by these employees may be compensated by allowing roughly comparable amounts of time off, provided prior approval is given by the supervisor and Unit Head.

Under the direction of the Director of Capital Planning, the Junior Construction Project Manager is responsible for managing all phases of the College’s capital construction projects for new construction, building renovation projects, and related fit-outs.
He/She assists in the design and management of various construction projects from inception to completion. Coordinate and manage construction activities, contractors and consultants in the day to day activities related to construction drawings, specification documents, procurement, planning, contract administration, DCA inspections and approvals, requests for information, submittals, proposals, contracts, change orders, and applications for payment.
Manage day to day activities of contractors working onsite, ensuring adherence to quality, schedule and contract documents.
Organize, plan and direct architects, engineers and consultants involving the design, engineering, and construction of campus facilities.
Support tight project timeline and budgetary requirements and the need for a high level of service both internally and externally.
Maintain and update project schedules and milestones
Ensure compliance with the Department of Community Affairs (DCA) and applicable laws and building codes of the State of New Jersey
Ensure compliance with all OSHA and applicable safety requirements as they relate to construction activities of the University.
Review and approve construction related purchase orders, change orders and contractor payments submitted for approval.
Coordinate contractors and services that support ongoing facilities maintenance, repairs and operations as projects require.
Establish and maintain effective communication and cooperative working relationships with administrators, faculty and staff, government and private agencies and/or the public in order to accomplish the objectives of the Capital Planning Department.
Prepare reports as required to communicate, track and document construction projects.
Assist with soliciting proposals, price quotes, and the public bidding process for construction contracts.
Administer and interpret applicable federal and state laws that impact upon the Capital Planning and associated departments, including Affirmative Action and Prevailing Wage compliance as they apply to public works projects.
Secure all required documents and approvals for project close out.
Periodic early morning, evening or weekend hours are required.
Thorough knowledge of construction practices, including bidding laws, regulations, and requirements; preferably gained through prior work experience in an institution subject to such requirements.
A strong functional background, gained through education or work experience in the construction industry.
Demonstrated technical and organizational skills, with ability to read and interpret plans, specifications, contracts and regulatory documents.
Excellent verbal, written, organizational and interpersonal skills a must. Ability to work in a very busy setting with little supervision is required.
Strong analytical capabilities, an ability to adapt and innovate while adhering to established procedures and requirements.
Computer skills are essential with demonstrated working knowledge of Microsoft Office, including Word, Excel, and construction project management software.
Maintains integrity and appropriate confidentiality in College and Department operations.
Participates on University committees as assigned.

Graduation from an accredited college with a Bachelor's degree supplemented by a Master's degree in a field related to the position to be filled or equivalency as determined by the appointing authority.
Applicants who do not possess the required education may substitute required experience on a year for year basis (30 credit hours is considered one year of college).
Minimum two (2) years of field experience managing all phases of design and construction projects that vary in size, budget and complexity.
Three (3) years professional experience preferred.

Must possess outstanding interpersonal skills, a strong customer focus, and excellent skills in negotiation. Demonstrated ability to multi-task, establish workload priorities, balance diverse tasks, and deal with confidential and sensitive matters in a professional manner.
