We are seeking an experienced consultant to join our team as an Acquisitions Consultant in the San Antonio, TX. The right candidate has a level 2 DAWIA Certification in either contracting or program management. The candidate must be hands-on, self-starter who enjoys multi-tasking and is flexible and passionate about the opportunity to work with highly motivated, skilled professionals. The Acquisitions Consultant will be responsible for providing subject matter expertise in strategic defense acquisitions. Candidates must have broad experience in the defense acquisition field, with an emphasis on contracting and acquisition processes and planning. Primary duties will include:
JOB DUTIES AND RESPONSIBILITIES:
Provide expert functional and technical support across several of the acquisition life-cycle disciplines to include requirements determination, cost/benefit analyses, analyses of alternatives processes and documentation, acquisition strategy/planning, PWS/SOW development support, source selection planning and support, procurement, program management, policy analysis, ;
Provide support in pre-acquisition and acquisition strategy planning and implementation;
Author draft contract management related documents such as, performance work statements, acquisition strategy/plans, source selection plans, pre-solicitation documentation, and contract administration documentation;
Provide support in milestone planning, tracking, scheduling, briefing preparation, staff coordination, as well as decision documentation preparation and documentation;
Keep current on U.S. Government Statutes and governing regulations, such as the FAR, to support pre and post-award efforts analyzing contractor proposals and source selections;
Document and capture details for acquisition, to ensure that documents are properly executed and compliant with proper controls and regulations;
Monitor and track the status of contracts by analyzing outstanding obligations, coordinating with applicable PCOs, ACOs, CORs, and vendors relative to outstanding issues, and assist in preparing closeout funding documents.
Provide support for internal and external reports, to include performance metrics reports, and the contractor's estimated completion date.
BA or BS degree from an accredited institution. Business concentration preferred;
Minimum of eight (8) years relevant experience in Government Acquisition and/or Contract Management, with demonstration of progressive leadership responsibilities;
Four (4) years experience working in a DoD program office environment, preferably Air Force programs
Experience in leading activities associated with performing analyses of alternatives from a DoD or major system perspective;
Experience in leading a cost/benefit analysis team for a major system or systems;
Demonstrated leadership and knowledge in the Federal Acquisition Regulation (FAR) and other agency supplements (e.g. DFARS, etc);
Demonstrated knowledge with JCIDS, and DoD 5000, processes and documentation;
Ability to multi task and work in a team oriented environment;
Possession of excellent oral and written communication skills;
Possession of excellent interpersonal skills; and the ability to build and develop long-term client relationships;
Proficiency with MicroSoft Office Suite tools (Word, Excel, Project, etc.).
DAWIA Level II, FAC-C (CON) Level II certification or equivalent required
Additional contracting certifications (i.e. CFCM, CPCM) is preferred
PMP Certification is preferred
