Spartanburg Water has an opening for a Laboratory Services Section Manager. The successful candidate for this position will Under limited supervision, plans, manages and supervises the operations of the Spartanburg Water central laboratory and satellite laboratories, ensuring compliance with government guidelines and regulations for the protection of the environment and human health. Performs complex and professional administrative, managerial and technical work to ensure Spartanburg Water compliance with all applicable federal, state, and local laws and regulations and to ensure the provision of quality drinking water and reclaimed water services to customers. Manages and supervises laboratory services operations and supports various departments within Spartanburg Water with special work/project assignments. Support may include but is not limited to: Water Quality studies, Water Treatment Process studies, Watershed Management studies and Environmental Policy / Regulation review.
SPECIFIC DUTIES AND RESPONSIBIITIES
Administers Spartanburg Water laboratory operations, ensuring maintenance of necessary certification status and other credentials or programs necessary for the production of accurate and defensible data suitable for regulatory compliance use.
Supervises, directs and evaluates subordinate staff. Supervisory/managerial duties include instructing/training; assigning; reviewing and planning work of others; coordinating activities; allocating personnel; maintaining standards; selecting new employees; acting on employee problems; recommending employee promotions, transfers, discipline, discharge and salary increase; completing employee performance appraisals; implementing and maintaining employee safety programs; professional development of personnel.
Develops and/or implements new or modified procedures as required to achieve compliance with regulatory requirements, support company mission, goals and programs, optimize efficiency of laboratory operations, and enhance quality, accuracy, precision, timeliness and defensibility of laboratory data, including, as necessary, evaluation, selection, recommendation/justification, purchase and implementation of laboratory instrumentation and/or equipment to accomplish this duty; implements all elements of the quality assurance/quality control program in the laboratory, including the quality assurance plan, standard operating procedures manual, performance evaluation sample programs, data evaluation and retention; ensures that all laboratory analyses are performed in accordance with approved methodology; coordinates and maintains required laboratory certifications; ensures lab facilities and activities meet all Occupational Safety and Health Administration and/or safety regulations; interacts and assists S.C. Department of Health and Environmental Control personnel in conducting laboratory audits/inspections.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate.
Directs laboratory staff in the acceptance, management, scheduling and analysis of samples, the operation, care and maintenance of laboratory instrumentation and equipment, the management, verification/validation, interpretation, reporting and archiving of data, the identification of sampling points, and, as necessary, the establishment and coordination of sampling routes and schedules; compiles data into useable format(s) for solving water quality concerns and for compliance with regulatory requirements; prepares NPDES discharge monitoring reports, NPDWR monthly operating reports, and other required reporting forms.
Monitors compliance with all federal, state and local NPDES permit regulations. Interacts with USEPA, USACE, S.C. Department of Health and Environmental Control and other utilities and governmental agencies relative to permits required and laboratory certifications.
Analyzes and interprets laboratory data for compliance, exceptions and trends, and advises Spartanburg Water personnel of laboratory results; provides analytical and/or technical services and support to troubleshoot and/or enhance water and wastewater treatment processes and evaluate treatment alternatives; conducts and/or coordinates special studies and investigative procedures, and assists in technical analyses of water and wastewater treatment processes as required.
Establishes procedures to ensure accurate generation, reporting, archiving and management of laboratory data; reviews data and reports for accuracy, completeness and reasonableness; prepares and/or processes various reports, records, forms and other documents
Coordinates the work of contractors or other service providers.
Maintains knowledge of water and wastewater treatment processes as well as all existing, new and proposed government environmental regulations that impact water and wastewater facilities and systems; assists Regulatory Compliance Manager in maintaining and updating knowledge of applicable regulations and in evaluating the impact of regulations on Spartanburg Water; provides analytical and technical support for the NPDES permit application, renewal and review process; provides analytical and technical support to the SSSD Pretreatment Program, and assists in preparation of defensible analytical evidence to support enforcement proceedings as required.
Interacts professionally with consulting engineers and scientists, technicians, operations personnel, maintenance staff, customers, accounting department, etc. in order to discuss projects, expectations, and desired outcomes.
Prepares, justifies and administers the laboratory budget; recommends expenditures and purchase of additional or replacement equipment; evaluates laboratory for and develops procedures and recommendations to improve efficiency and cost-effectiveness. Develops and implements capital spending plans.
Leads, mentors, encourages, and supports personal and professional development, training, and/or cross-training of laboratory staff as needed to support the missions, goals, processes and programs of Spartanburg Water.
14. Attends seminars, conferences and meetings to obtain current information pertaining to
water/wastewater laboratory procedures and trends; develops and presents information to local, state
and regional groups as appropriate; participates in classroom and civic group presentations
Performs other related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Requires a Bachelor’s of Science Degree in chemistry, biology, environmental science, environmental engineering or other related field, with 5 or more years of progressively responsible experience in laboratory operations and analysis, three or more of which have been in a supervisory capacity, or any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities. Experience in reclaimed water and/or drinking water preferred. Must possess and maintain a valid driver’s license.
