Plans, manages, directs and implements a comprehensive program and staffing to provide professional and efficient operations of the Finance Department, including internal controls, purchasing, risk management (both self-insured and third party), Special Improvement Districts (SIDs), City investments and public financing.
ESSENTIAL FUNCTIONS: (Duties may include, but are not limited to, the following)
Plans and recommends long-range goals, objectives, organizational structure and overall direction for the City’s financial operations.
Monitors, reviews and communicates the implementation phases of the department's strategic plans to ensure that long range goals and objectives are met.
Plans and implements short-term or annual goals, objectives and strategies for the department to ensure efficient operations and completion of work.
Plans, allocates and monitors time, people, equipment and other resources for the department to ensure efficient organization and completion of work.
Directs the planning, preparation and administration of the City-wide annual budget.
Interprets and administers relevant statutes, regulations and ordinances related to financial matters.
Evaluates and proposes options with respect to litigation, development and agreements with other government entities and contractors.
Develops, communicates and monitors policies, procedures and standards for the department; identifies deficiencies and recommends improvements in a timely fashion.
Conducts regular staff meetings to review progress, budgets, strategies and plans for the department.
Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs and reading trade and professional journals and publications.
Monitors current, newly adopted and proposed legislation; suggests changes in legislation; lobbies for legislation and represents the City as an expert witness as requested.
Represents the City at various functions, such as meeting with influential persons within the community, developers, officials, citizens and representatives of the press, to establish goodwill and resolve/respond to issues.
Supports and participates in labor contract negotiations to provide input and options from a financial perspective.
Coordinates and collaborates with internal and external peers/counterparts to promote and protect the City’s best interests.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Extensive professional knowledge of the principles and practices of finance and fiscal administration and operation as normally acquired through completion of a Bachelor’s degree in accounting, finance or related field. Master’s degree preferred; and,
A minimum of fifteen years of progressively responsible and complex experience in the finance field, including at least five years of managerial experience to effectively develop and direct the Finance Department.
Any combination of education, training and experience which produces the knowledge, skills and abilities required for the position and related to the essential functions of the position.
Experience in municipal government highly desirable.
Licenses and Certifications:
Must possess a valid state driver's license and maintain satisfactory motor vehicle record with the ability to obtain appropriate Nevada state driver’s license within required time frame.
