The Chief Audit Executive (CAE) of Internal Audit directs the conduct of internal and subcontract audits and the coordination of external audits and assessments performed by the Office of Inspector General (OIG), US Government Accountability Office (GAO), and any outside accounting/auditing firms. The CAE designs an audit plan proposal which provides attestations and consultative information to the Ames Laboratory Director, the administrative reporting point of contact for this position, and to Iowa State University, the contractor, through the CAE's functional reporting point of contact, the Interim Senior VP and University Secretary. Audit information is also reported to the Department of Energy (DOE) through the Ames Site Manager and Contracting Officer, the Integrated Service Center at the Chicago Operations office, to Ames Laboratory senior and middle management and to the Office of Inspector General of the Department of Energy. Reports are made concerning effectiveness and adequacy of management controls over the Laboratory's business, financial, and information systems, and the efficiency and effectiveness of business operations. Internal Audit serves as an independent resource in assuring that subcontractors comply with Federal and DOE Acquisition Regulations and Cost Accounting Standards.
The CAE provides expertise and guidance on effective internal controls and business practices, ensures audits are conducted in accordance with the International Standards framework established by the Institute of Internal Auditors, and satisfies DOE Office of Inspector General's Cooperative Audit Strategy required under the Prime Contract with the Department of Energy. Responsibilities include sufficient and appropriate audit coverage of costs incurred under contract DE-ACE02-07CH11358 with the Department of Energy. Current contract (2007 to present) audits have been conducted for contract costs totaling over $435,000.000, Annual costs for the current fiscal year (FY 2018) are projected to be approximately $60,000,000. Further, this position works with external auditors assigned to or visiting the Laboratory, and coordinates contacts and communication between Ames Laboratory management and programs with visiting auditors.
The ability to work with and manage the work of others while directing and overseeing and completing multiple projects is necessary for success in this position. Excellent verbal and written communication skills along with a strong consultative approach to client services and strong negotiation skills, are needed in order to effectively communicate with various levels of the organizations of the Department of Energy, Iowa State University and the Ames Laboratory. An outstanding business acumen is also needed for success in this position.
Required Education and Experience:
Bachelor’s degree and 5 years of related experience; OR a Master’s degree and 3 years of related experience; OR a Ph.D. or other professional degree and related experience.
Preferred Education and Experience:
Advanced degree in Accounting or comparable field.
Auditing experience, especially in a federal government environment or higher education.
Experience in a public accounting firm.
Experience developing an audit plan for a government organization.
