Title: IT (GOV CON) Proposal Manager
Location: Frederick, Maryland
Salary: $110,000k-$135,000k (Dependent on skills and Exp.)
Summary of capabilities:
Serves as a Lead on proposal efforts, owns the proposal and the timeline, driving the deliverables and win-themes throughout the proposal cycle. Independently manages priorities and milestones. Writes and edits information technology focused proposals for the federal government sector, including writing and editing technical, management, executive summary and past performance sections to develop compelling and compliant proposal responses. Manages the proposal libraries and configuration management of proposal content and business development components for accuracy, currency, and usability. This position is characterized by shifting priorities, stringent deadlines, and evening/weekend hours to accomplish tasks within non-negotiable client deadlines as needed. Trade-off capabilities include expertise in proposal graphics, networking and industry day support, active capture management experience. Proven success through win-rates and contract awards track record is required.
Write compelling, compliant proposal sections if needed, that address the RFP/RFI/RFQ requirements and SOW tasks, while highlighting win themes, features/benefits/advantages, risks/mitigation plans, innovations and discriminators, as appropriate.
Interview SMEs at all levels of the organization to develop content
Review and edit content provided by SMEs to ensure compliance
Combine content from interviews, proposal and project documentation and industry best practices to develop proposal content
Interpret technical information and adapts it to engage a targeted readership.
Conduct technical research for the proposal to develop annotated outlines and produce proposal sections.
Edit the document for format, grammar, style, consistency, clarity and technical accuracy, punctuation, sentence structure, and spelling.
Coordinates the efforts of diverse sets of authors to ensure timely completion of assigned tasks through various proposal review cycles.
Support Past Performance creation and updating of narrative.
Manage/Write Requests for Information (RFI)/Sources Sought responses.
Plan, review, edit and oversee production of other marketing-related documents such as qualifications statements, data sheets, past performance, promotional pieces, resumes and project descriptions.
Work with proposal graphic artists to develop graphic depictions of technical content
Lead and participate in brainstorming/storyboarding sessions
Develop reusable content for future proposals by working with SMEs, operations personnel and the proposal team
Participate in lessons learned meetings after proposal submission
Work with the marketing team to develop strategies and implement programs that ensure consistent proposal and corporate identity standards.
Responsible for continuously expanding and updating professional knowledge in order to enhance individual and team innovation and productivity.
Work collaboratively with staff in all GRSi offices.
Provide general research related to marketing initiatives as required, participate in meetings and activities, such as industry days, as needed.
Assist in general writing and editing, to include deliverables.
Provide QA/QC of documents.
Other duties as assigned.

Education and/or Experience:
BA or BS in English, communications, marketing, liberal arts, or related discipline, preferred; followed by five+ years of relevant professional experience.
Minimum of 5 years’ experience in technical writing and editing in an information technology field in support of theFederal Government
Should have a thorough understanding of government federal contract proposal efforts, government RFP documentation, procurement process, proposal preparation, and evaluation and compliance.
Proven ability to translate technical knowledge into easily understood terms.
Able to work with minimal supervision, demonstrating flexibility, accountability, initiative, and self-motivation to identify and execute tasks
Must be a self-starter and possess ability to manage multiple priorities and deadlines while meeting quality standards and on-time delivery; may require overtime to meet deadlines, sometimes on short notice.
Must possess strong grammar and writing skills, including editing and proofreading.
Must be detail oriented, organized and have the ability to work under tight deadlines.
Excellent verbal and written communication skills.
MS Office - Word, PowerPoint and Excel and Adobe Acrobat (Advanced MS Word preferred)
Graphics programs a plus: Adobe Suite, Photoshop, Illustrator, etc.
