Directs systems, procedures, standards & controls for all general accounting & accounts payable activities; assigns & manages staff engaged in these functions.
Approves disbursement requests on FSURF administered projects requiring management review. Directs the accounting function of the FSURF, which involves significant financial/monetary responsibilities ranging from reporting to decision making.
The Assistant Director will oversee the implementation and adherence to the FSURF Annual Budget. Prepare monthly budget to actual report for the FSURF Director and Treasurer.
Supports the Director in asset management. Assists the Director in overseeing financing strategies, activities and banking relationships. Oversees daily cash flow to ensure availability of funds while maximizing interest earnings. Assists the Director in investment and asset management; corresponds with Investment Committee and Treasurer; and generates reports for Investment Committee and Board of Directors.
Ensures FSURF maintains compliance with bond requirements; corresponds with the Division of Bond Finance regarding existing and future bonds; corresponds with bond rating agencies, such as Standard & Poor's and Moody's, regarding updates in bond ratings; Oversees preparation of annual bond disclosure to the Division of Bond Finance.
Responsible for successful completion of annual independent audit and issuing GAAP financial statements, completion of annual IRS Form 990 tax return, and compliance with IRS 1099 annual reporting requirements.
Valid Certified Public Accountant (CPA) credentials.
Bachelor's degree and four years of experience related to budget, financial and/or accounting services; (Note: post-high school education may substitute for experience at the equivalent rate.)
Experience in effective verbal and written communication. Experience with accounting software, Microsoft Word, Excel, and Outlook or equivalent software. Experience training and directing the work of others. Ability to adhere to ethical business practices and promote ethical behavior. Ability to apply the principles and practices of strategic planning, development, and evaluation. Ability to develop and implement accounting and finance policies, procedures, goals, and objectives. Ability to compile, review, and reconcile data for accuracy, completeness, and compliance. Knowledge of Generally Accepted Accounting Principles (GAAP). Knowledge of the principles and practices of fiscal control systems. Experience in preparing monthly financial reports, annual financial statements, and audit work papers. Ability to compile data and create reports.
Work experience at a non-profit, university, or state government. Experience using Financial Edge and OMNI Financial.
Anticipated Salary Range
$60,000 - $90,000
This is an A&P (Administrative and Professional) position.
If not otherwise specified, schedule is M-F, 8-5.
