Essential Functions and percent of time::
40% – Contract Administration
Prepares, examines, analyzes, negotiates, and revises contracts, subcontracts, consulting agreements, and purchase orders.
Oversees all administration needs and support (cradle to grave) for all company white papers, proposals, contracts, subcontracts, sub-awards, nondisclosure agreements (NDA)s, Teaming Agreements, and purchase orders.
Maintains electronic database of all contracts, subcontracts, and related contractual documents to including all cost proposals
20% – Contract Execution & Deliverable Management
Monitors and evaluates all contract related financial activity.
Coordinates with program managers to ensure contract requirements are fulfilled
Reviews and approves subcontractor invoices
Drives proactive internal and external communication throughout the contracting process to ensure a complete, executed contract is secured
Tracks and modifies contract schedules ensuring proactive identification of upcoming contract renewals or close-outs.
15% – Risk Analysis
Conducts risk analysis and establishes policies and procedures that minimize contractual and financial risk to company.
Establishes and maintains company policy and procedures to minimize contractual and financial risk following all State and DFAR requirements
Maintains current knowledge of relevant contractual procedures and practices
15% – Proposal Support
Lead for all cost proposals. Supports strategic planning, business development, contractor teaming, proposal development, pricing, contract administration and program management.
Reviews solicitation requests to ensure compliance with terms and conditions. Provides advice and interpretation of contract requirements and contractual strategy.
Tracks all opportunities and prepares formal contractual documents to execute programs and projects.
Oversees and directs the preparation of price structures and cost proposals including pricing and scheduling details, coordination of requirements, and cost proposal risk assessment.
Develops and maintains templates and standard proposal content
Grant funded position with continuation dependent on funding.
