Position Summary: The Procurement Specialist V is responsible for independently administering complex procurement projects. This includes, but is not limited to, detailed and accurate record-keeping & file documentation, negotiation of complex subcontract and purchase order awards, management of customer and supplier relationships, post-award subcontract management/administration. In addition, the Procurement Specialist V is responsible for procurement of quality goods/services at fair & reasonable pricing that supports the Laboratory's mission, and shall execute special projects as assigned in addition to, or in lieu of those described below. The Procurement Specialist V shall assume the authority fully commensurate with assigned duties and responsibilities. All duties shall be performed with strict adherence to PPPL's Procurement Policies & Procedures.Subcontract Administration/Complex Purchasing (80%)?Administer with a high level of proficiency and independence complex time and material, fixed price, cost reimbursement, and other subcontracts types in accordance with FAR/DEAR and PPPL Procurement Policies and Procedures.?Negotiate and award complex purchase orders to procure custom components, configurations and fabrications?Expertly perform all functions in the "cradle-to-grave" procurement cycle including:?Market Research;?Acquisition Planning;?Pre-solicitation;?Statement of Work (SOW) Assistance;?Solicitation Development;?Requests for Proposals;?Source Evaluation Team;?Proposal Evaluation;?Cost/Price Analysis;?Procurement Summary Memorandum;?Subcontract Negotiations;?Interface with Legal/Technical/Government;?Post Award Administration; and?Subcontract Closeouts.Maintain high-quality procurement file documentation.Interface effectively/lead procurement meetings with engineers, researchers, management and the government.Establish a collaborative working relationship with Princeton's Technical Representative and project management to meet goals and schedules in support of the laboratory's mission. Provide impactful procurement guidance and consultation for technical customers.Perform closeout of subcontracts within established financial and operational guidelines.Employee Mentoring (10%) Assist in training and development of less experienced staff to ensure that key information and tools are available to staff to maximize performance and support individual growth.Special Projects (10%) Participate in special projects as assigned by the Supervising Procurement Specialist, the Director of Procurement or the Head, Business Operations.
Essential Qualifications: Bachelor's Degree in related field and 12 years of relevant experience, or Master's degree in related field, and 10 years relevant experience with progressively increasing responsibilities. Advanced certification preferred (NCMA, ISM, etc.). Relevant experience includes supply chain management experience, negotiation and administration (cradle to grave) of complex contractual agreements with emphasis in R&D, business systems (FSCM), universities, and/or complex scientific components and systems, Federal government (DOE, DOD, etc.) and/or Manager & Operator (M&O) contractor experience is strongly preferred. Candidate shall be proficient in the interpretation and implementation of FAR, DEAR and Uniform Commercial Code with proven experience in all aspects of federal procurement rules and regulations, procurement policy manuals, advanced business principles & best practices, negotiating procedures, cost/price analysis and profit analysis.Candidate must possess and demonstrate critical thinking skills, and be able to work independently with little direction at times.
