FAS is seeking a new employee who can provide contract price and cost analysis for a government client located in Washington, DC.
Work as a member of a team analyzing a variety of procurements, contract proposals, price re-determinations, and similar contracting actions. Analysis involves examining such factors as contractor cost and prices, reviewing historical data, and documenting conclusions, observations and recommendations.
Analyze and evaluate cost and pricing data (unit and total) contained in proposals to determine price reasonableness.
Prepares report documenting findings and presents conclusions to government contracting officers/officials, and fellow team members.
Consults with government, and other team members such as auditors, engineers, other administrative personnel to determine pricing, make or buy decisions, to ensure all cost impact decisions are in the government's best interest.
Will help the government to establish pre-negotiation pricing positions, and may provide advisory support to the government's contracting staff in negotiations or conducting final price negotiations.
Analyze reasonableness of proposed labor and overhead rates, escalation factors.
Active TS/SCI (or used within past two years)
Bachelor Degree in Management, Finance, Accounting or related discipline
Experience with DOD community in a cost/price analyst role
Minimum 12 years experience in DOD/Federal contracting and price/cost analysis.
Prefer retired/returning military or DOD civilian
Superior knowledge of federal contracting and contracting for the DOD
Extensive and specialized knowledge of price and cost analysis principles and procedures to analyze, evaluate and negotiate or participate in the negotiation of various cost elements on a wide variety of contract actions.
Extensive and specialized knowledge of the commodities, engineering and manufacturing processes, or other technical considerations necessary to analyze and use technical evaluation reports and to evaluate historical production and statistical cost data relating to the contractor's capability
Extensive and specialized knowledge of negotiation techniques sufficient to explain the Government's pricing position to representatives of business and industry, other Federal agencies, and the activity's contract negotiation team.
