Tenica is looking for a contract specialist (series 1102) that acts with urgency, is customer focused and can work independantly to work in a dynamic office with an exciting mission. The contract specialist will work on domestic and/or international contracts in many different environments that are both challenging and rewarding.
This position is part of a team of contract professionals who perform the coordination, negotiation and management of moderately complex proposals and contract/task orders under minimal supervision. The position requires knowledge of Government contracting methods, including policies procedures and regulations in order to provide appropriate support during the contract life cycle from pre-solicitation, to proposal development and submission, discussions/negotiation, award, contract execution and contract closeout. The position requires the individual to develop and maintain professional and dependable relationships with both internal and external customers.
The individual will provide FAR Part 10 Market Research support to the Contracting Officers by drafting sources sought announcements and requests for information and analyzing the resultant industry responses, utilizing Government websites such as GSA E-Library and the SBA Dynamic Small Business Search, internet search engines and historical information. The individual will provide Contract Award and Management support, including recommendations regarding official program direction in the formation of contracts, resolution of contract-related issues, and providing ongoing contract negotiation and contract management for client acquisition requirements. The individual will prepare pre-solicitation memoranda, performing analyses of contractors to determine competent and capable sources for solicitation, preparing solicitations that contractually and legally protect the Government's interests, and recommend solutions for various contract topics. In addition, the individual shall provide Cost and Pricing support to the Contracting Officers to include support analyzing proposals and preparation of pre and post negotiation documentation. The individual will provide Contract Administration to include supporting Contracting Officers in day-to day activities related to the contract administration of contracts, grants, preparing contract award and task order documentation, contract modifications, preparing cure or show cause notices, and correspondence.

General Requirements: Experience successfully managing routine to moderately complex matters and providing assistance on broad agency efforts in the relevant subject matter area. Proficiency in drafting contractual documents such as solicitations, awards, and related documentation using the Procurement Desktop-Defense (PD2) system, or comparable system is required. Experienced in analysis, attention to detail interaction and coordination with other personnel on policy or process matters and application of procedures, research, documentation and forming recommendations. Demonstrated ability to perform most work independently in a mid-level, non-managerial role, exercising much latitude over steps to carry out taskings, prioritize workload and make recommendations on overall strategies.
REQUIREMENTS: Candidate 'must have' an Active Department of Defense SECRET Clearance. Junior or Senior Journeyman level 1102 knowledge, qualified and competent individuals will have Defense Acquisition Workforce Improvement Act (DAWIA) Level II or III certification, or comparable knowledge, skills and abilities. Typically, requires a bachelor's degree (in business or technical field) or equivalent, 3 to 5 years of contracting/procurement experience in the U.S. Government, or military (or equivalent), non-manager. Twenty-four semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Proficiency in the use of the Procurement Desktop-Defense (PD2), or comparable systems is required.
Highly Desirable Experience:
The ideal candidate must be able to perform cost/price analysis and will be able to transition seamlessly from detailed administrative tasks to high level acquisition planning.
Contract specialist experience with international grants and cooperative agreements (i.e. with USAID, Millennium Challenge Corp. or State, Department or other entities).
