The Deputy Director, Security and Protective Operations reports to the Director, Global Security (Chief Security Officer) and as part of the foundation’s Global Security Team (GST) leads the group responsible for the protection, security, and safeguarding of foundation personnel and resources at all times and in all locations. Internally, this position works across the foundation and to all levels of staff including the Co-Chairs, and the Executive Leadership Team to identify emerging threats and trends as well as to develop risk mitigation strategies. Externally, this position represents the foundation on a variety of levels including direct interaction with vendors, consultancy agencies, peer groups.
Strategic development of Security and Protective Operations and risk mitigation strategies
Identify, develop, and implement security and protective policies in line with current recognized protective standards and best practices
Ensure strategies, policies, and guidelines support the foundation’s missions and are done in accordance with the foundation’s values of collaboration, optimism, innovation, and rigor
Maintain awareness of the activities of the foundation’s program areas as well as operational activities to proactively identify current or nascent risks as well as opportunities to support their work.
Maintain awareness of emerging risk trends both domestic and globally to shape appropriate mitigation strategies
Ensure that the Security and Protective Operations team maintains recognized critical skill sets directly associated with the provision of their duties
Ensure assessments, development and implementation of appropriate security support to the foundation’s country/regional offices based on country and regional security risk assessments and mitigation strategies
Identification and employment of global security vendors for the provision and support of foundation staff and global assets
Review threat data and information to develop and implement risk mitigation
Strong collaboration with GST’s Risk and Threat Analysis (RTA) and other information providers to understand current and emerging threats
Develop risk mitigation strategies appropriate to scope and scale of the risks/threats.
Review threat data and information to develop and implement risk mitigations strategies to protect foundation staff, assets and reputation
Provide direction and effective management of the physical security programs, policies and procedures of the foundation for all domestic and globally located assets
Manage ongoing review of existing security programs and policies and implementation of changes or upgrades in close coordination with Global Workplace Resources and Global Digital Technology partners
Effectively partner across the foundation to implement office expansion plans and projects in coordination with foundation Operations teams to ensure consistency and budget requirements
Maintain the development and implement critical skill training program for the Security and Protective Operations team as well as for supporting security-related trainings for all staff.
Manage, direct, and collaborate with security contractors and vendors on security projects and foundation events dealing with on-site security, system designs for technology enhancements, facilities security enhancements and strategies to mitigate risk
Manage all contracts and budget review for security projects and staffing with best stewardship practices to ensure a secure and safe working environment for foundation staff and partners globally
Ensure timely review of security contracts and projects and conduct request for proposal (RFP) processes when appropriate to ensure the most effective systems and competent staffing within budget
Effectively partner with foundation operations and programs teams to provide security support, security-related information, and strategies to mitigate risk for foundation events, offices, and travelers
Manage the development and enhancement of the security program for all regional/country offices to provide consistency, risk mitigation and accountability in support of the foundation’s country directors who lead these offices
Ensure ongoing, updating, and testing of Regional Office Security Plans for compliance with security policies and procedures
Provide risk mitigation strategies when appropriate or requested to ensure the safety and security of foundation staff and offices
Manage the Security Focal Point program to ensure all Regional Offices are in compliance with security programs and policies
Manage outsourced vendors for appropriate functions
Develop and manage function budget
Develop and maintain relationships with external partners and organizations to enhance information sharing in developing foundation strategies consistent with global standards
This role manages people and is responsible for hiring the talent needed to achieve our goals, ensuring successful employee onboarding, communicating performance expectations, creating goal alignment, integrating project and change management, delivering and seeking feedback, providing coaching, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned
Bachelor’s degree and 10-15 years’ experience in security-focused roles in either the military, law enforcement, intelligence, corporate, or nongovernmental organizations (NGO) strongly preferred
Relevant professional certifications preferred, e.g., Certified in Homeland Security (CHS), Certified in Disaster Preparedness (CDP), Certified Protection Professional (CPP), etc.
Demonstrated leadership skills including performance management, coaching, and mentoring of a diverse workforce
Strong interpersonal communication skills (both oral and written) to effectively communicate with staff on all levels, as well as with grantees, NGOs, private and public organizations, government and foreign national hosts to build solid relationships and rapport. This includes maintaining effective liaison relationships with U.S, foreign government, and private sector security-related personnel/organizations
Proven expertise in
risk analysis: The formulation and analysis of data and information needed to establish a framework for the development of the security and protective measures for the foundation staff and assets
managing critical incidents through incident management and business continuity management programs and procedures
contemporary security and protective operations philosophies and best practices, to maintain a fluid and scalable program
quality assurance and auditing to assess measurable value to internal and external partners
Development of risk mitigation and analytical reports.
Identifying and solving complex security problems that could impact our work
Budget development and management including metric design and data capture
