Minimum Qualification Requirements:
Attainment of a minimum of a bachelor's degree from a recognized college or university in business administration, industrial management, environmental engineering, civil engineering, construction technology, or closely related field, and a minimum of three years highly responsible operational, administrative and supervisory experience in a water or sewer system; or a combination of education and experience equivalent to these requirements.
Essential Requirements of the Work:
Thorough knowledge of the principles, practices, materials, methods of construction, supplies and equipment used in the installation, operation and/or maintenance of water distribution systems, sanitary sewer systems, fleet vehicles and equipment, facility grounds and easements.
Thorough knowledge of supervisory principles and techniques.
Thorough knowledge of operational budgetary practices and control procedures.
Thorough knowledge of the operation and maintenance of water distribution systems, sanitary sewer systems and street construction.
Thorough knowledge of federal, state and local regulatory water and wastewater standards and the ability to ensure compliance with all regulatory requirements associated with the work.
Good knowledge of fleet services administration.
Good knowledge of safe working practices.
Good knowledge of contract administration.
Good knowledge of computer applications utilized in general water and sewer operational activities, and maintenance management systems.
Ability to plan, organize, coordinate, direct and supervise the work of subordinate operational supervisory employees.
Ability to utilize an asset management system for the prioritization of work orders.
Ability to manage complex operational projects.
Ability to communicate well both verbally and in writing for the purpose of generating and presenting reports to the Board, staff, other agencies and the public.
Ability to perform multiple tasks efficiently and effectively.
Ability to research, prepare and present detailed reports.
Ability to operate a motor vehicle safely.
Ability to establish and maintain effective working relationships with public officials, business owners, equipment representatives, contractors, customers, agency officials, utility representatives, regulatory agencies, vendors, other employees and the general public.
Ability to exert physical effort in an office or in field, which may involve some lifting, carrying, pushing or pulling of objects and materials.
Ability to stoop, climb, crouch and kneel in order to inspect facilities, investigate, ensure proper operations, and to demonstrate proper techniques for training.
Ability to manually lift up to 40 pounds.
Ability to travel to different office and field locations to plan, oversee and participate in field operations and fleet services.
Must possess a valid driver's license from state of residence.
Distinguishing Features of the Work:
An employee in this class is responsible for the supervision of all functional and operational activities of the Water and Wastewater Field Operations Divisions which install, operate and/or maintain water distribution systems, sanitary sewer systems, fleet vehicles and equipment, facility grounds and easements. Work is performed with considerable independence of action within established guidelines and procedures under the general supervision of the Water and Sewer Assistant Director. Supervision is exercised over water and sewer field operational staff in the aforementioned areas including supervisory, technical and clerical personnel.
