IMSolutions, LLC is seeking a Contract Specialist/Administrator to support a Federal Government Client with the execution of its current workload and to enhance its own internal capabilities. Candidate will perform various contract responsibilities, which may include most all functions from cradle to grave. Functions may include acquisition planning, RFP/IFB preparation, market research/analysis, selection and administration of terms & conditions, cost and price analysis, negotiations, preparation of contract modifications, evaluation of performance, contract termination, and contract closeout. Individuals as required will have experience with Cost Reimbursable, Fixed Price, Time & Materials, Commercial, and GSA Federal Supply Schedule contracting. Individuals will possess working knowledge of the FAR and agency supplements.
Knowledge of Federal Acquisition Regulations, contract law, and procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts
Knowledge of various types of contracts and contract methods to include simplified acquisitions, sealed bidding, negotiations, cost sharing, multiple awards, commercial items and special provisions
Knowledge of federal government contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract.
Expertise in federal government contracting principles and procedures applicable to pre-award and post-award actions sufficient to provide advice on the award and administration of contracts for services and supplies
Skills in interpreting and applying procurement guidelines, policies, and procedures to support the development of procurement and contract documents and reports
Ability to write reports and correspondence in clear, concise language and in appropriate form and style; to make oral presentations; and to meet and deal effectively with co-workers
FAC-C or DAWIA Level Certifications desired
Eight (8+) years total work experience
Qualified candidates must possess at least a bachelor’s degree from an accredited college or university in a recognized field from an accredited college or university is required or equivalent experience commensurate with the level of expertise required.
Duties and Responsibilities:
Provides acquisition support for pre-award and post-award contract actions, and the full range of contract administration support to procure and administer contracts
Experienced with supporting a high volume of various contract requirements including construction, commodity IT procurements, commercial item (service & supply) procurements using GWACS, GSA FSS, and simplified acquisition procedures (SAP). Knowledge and expertise supporting solicitation, source selection and award of FAR Part 15 and complex IDIQ contracts
Researches, solicits, locates sources, and procures a variety of products and/or services
Aids acquiring organizations in performing market research, reviewing specifications and statements of work, and commenting on acquisition milestone plans
Ensures that specifications and statements of work are prepared in a manner which adequately describes the client's requirements without restricting competition
Advises technical personnel as to inadequate, ambiguous or vague specifications to avoid Government liability.
Qualified candidates should have experience with Federal standard acquisition procedures and methodologies that demonstrate that they have training or experience in planning, organizing and leading acquisition tasks and projects, and ensuring the quality of client deliverables. Experience with CAward, CBuy, CPARS, and Federal Procurement Data System (FPDS-NG) a plus.
Provide cradle-to-grave contract support, such as preparing solicitation documentation (pre and post award), reviewing proposals for compliance, and assisting with negotiating positions
Assist in developing acquisition strategies, including determination of contract method/type Evaluate acquisition requests and assist in developing acquisition strategies
