The Senior Subcontract Officer (SCO) provides cradle to grave subcontracting and purchasing support to the NBACC program for the Battelle National Biodefense Institute (BNBI) ensuring compliance with all policies and procedures while also serving as a resource to staff on contractual matters. The BNBI Small Business Manager (SBM) administers and oversees the BNBI small business subcontracting program (i.e., developing, preparing, and executing the BNBI subcontracting plan, monitoring performance against the plan, reporting plan activity to the US Government, conducting outreach activities to the small business community and educating BNBI staff on small business subcontracting requirements and benefits).
MINIMUM REQUIRED QUALIFICATIONS
Bachelor's Degree (or equivalent work experience) in a business-related field with a minimum of 10 years of federal contracting experience (or experience in a related business profession, such as, but not limited to, finance, accounting, or human resources) with experience encompassing the management, administration, and negotiation of Federal Government support subcontracts, consultant agreements, and purchase order agreements.
Comprehensive knowledge of the Contractor Purchasing Systems Review (CPSR) requirements to ensure compliance.
Working knowledge of FAR, DFARS, HSARS, and other Federal Government Contracting Regulations, and/or a familiarity with each and the ability to research and utilize these Federal Government acquisition regulations.
Strong organizational skills with an attention to detail
Ability to adapt to a fast-paced, dynamic, environment, and be able to prioritize and work on multiple tasks while adhering to policies and procedures and ensuring a high degree of accuracy.
Excellent communication skills both orally and in writing with an emphasis toward openness and a commitment to quality customer service.

Ability to work independently and proactively with little guidance and/or supervision and work as a supporting and contributing member of a multi-disciplinary team.

Ability to analyze work flow and identify areas where processes may be streamlined and/or improved to increase productivity and overall customer service.
Must be a citizen of the United States and able to obtain a Government interim Secret Clearance leading to an eventual Top Secret Clearance as well as to meet Department of Homeland Security (DHS) Suitability requirements.
MAJOR RESPONSIBILITIES (SCO)
Acts as the liaison between Procurement/Acquisition staff and the Contracts and Acquisitions Manager, ensuring smooth communication and prompt resolution of all queries.
Serves as an Acquisition Team Lead, and assists the Contracts and Acquisitions Manager with staff development, assignment of work, growth and mentoring.
Provides suggestions to improvement in operations, demonstrates leadership, and ensures that the work of the Acquisition’s team is carried out to the highest standards.
Speaks persuasively and articulately on behalf of Procurement/Acquisitions staff when communicating with internal and external customers.
Reviews Acquisition Team files and associated documentation to ensure compliance with departmental policies and procedures.
Performs pre- and post-award contract administration and management for a variety of contract types, including, but not limited to, Cost Reimbursement, Fixed Price, and Time and Material, with Commercial Companies, Educational Institutions, Consultants, and other varied business organizations.
Analyzes internal requests for procurement actions from a business, financial, contractual, and risk perspective.
Prepares requests for proposals. Reviews proposals received for completeness and accuracy. Performs in-depth cost (or price) analysis and prepares cost (or price) analysis reports and source selection justifications for subcontracts, consultant agreements, and purchase orders.
Reviews requirements to ensure that special provisions and/or terms and conditions are flowed down to ensure agreements are in compliance with appropriate laws, regulations, and corporate quality assurance standards.
Negotiates terms, conditions, and costs (or price), for subcontracts, consulting agreements, and purchase orders.
Assists less experienced staff in the negotiation of contractual terms and conditions.
Assumes a lead role in resolving disputes and contractual performance issues and coordinates communications among subcontractors and technical team members.
Coordinates contractual management reviews and ensures that all actions taken are consistent with all NBACC and BNBI policies and procedures as well as Federal Prime Contract Requirements and Federal Government Contractual Regulations.
Assists in the development and maintenance of contractual and purchasing policies and procedures for the BNBI approved purchasing system.
Develops and maintains good business and contractual relationships with both internal and external customers and subcontractors.
Participates in Internal Audits.
Performs other assigned duties.
MAJOR RESPONSIBILITIES (SBM)
Develops, documents and obtains management and Government approval for BNBI small business subcontracting plans and category percentage goals, based on historical performance data and knowledge of BNBI’s planned procurements of goods and services.
Develops and promotes BNBI’s policy statements that demonstrate BNBI’s support for awarding subcontracts to small business, including HUBZone small business, small disadvantaged business, women-owned small business, veteran-owned small business, and service-disabled veteran-owned small business concerns.
Develops and maintains lists of small business and other socio-economic category sources.
Works with Acquisitions staff to ensure that small businesses are included on solicitation lists for all products and services they are capable of providing, ensures that solicitation documents are designed to permit the maximum possible small business participation, and reviews solicitation documents to remove statements, clauses, etc., which might tend to restrict or prohibit small business participation.
Ensures that BNBI Subcontract Officers document their reasons for not selecting small businesses for award as required by Acquisitions Department policy and the BNBI Small Business Subcontracting Plan.
Establishes and maintains records of subcontract awards to Small Business concerns.
Conducts searches through System for Award Management (SAM), Dynamic Small Business Search, General Services Administration, Fort Detrick Business Development Office Small Business Database, Center for Veteran Enterprise VetBiz Registry and Battelle’s Supplier Portal and Laboratories Source Databases.
Seeks counsel from SBA’s network of Procurement Center Representatives and Commercial Market Representatives and communicate with Government agency OSDBU offices.
Monitors BNBI’s performance and makes any adjustments necessary to achieve subcontracting plan goals.
Prepares and submits timely subcontracting plan goal performance reports for both internal and external customers and organizations.
Periodically attends or arranges for the attendance of company representatives at outreach events, business opportunity workshops, Minority Business Enterprise Seminars, Trade Fairs, etc.
Directly or indirectly counsels small businesses on subcontracting opportunities and how to prepare bids to in responding to BNBI requests.
Provides notice to subcontractors concerning penalties for misrepresentations of business status as small business for the purpose of obtaining a subcontract that is to be included as part or all of a goal contained in the BNBI subcontracting plan.
Conducts or arranges training for procurement personnel regarding the intent and impact of Public Law 95-907 on purchasing procedures.
Coordinates BNBI’s activities during small business compliance reviews by Federal agencies.
Coordinates BNBI SBM activities with Government or other customer SBM counterparts on a continual basis to ensure BNBI remains compliant and aware of changing Small Business requirements.
Performs other assigned duties.
