Raven Aerostar is seeking a Contracts Administrator (CA) with US Government experience that will be responsible for all phases of contracts administration from proposal preparation through contract acquisition and fulfillment. Successful candidates will be a strong team player and excited to play a critical role in with the growth of Raven Aerostar. This position is located in Sioux Falls, SD and compensation is highly competitive.
The CA is responsible for all phases of contracts administration, including proposal preparation, contract negotiation, contract administration, subcontract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. The CA assists in the preparation of bids and proposals, conducting cost analysis support, progress, and other reports. The CA advises management of contractual rights and obligations and ensures compliance under guidance of the Federal Acquisition Regulations (FARs) and (Defense Federal Acquisition Regulations) DFARS.
Coordinate, develop, produce and review for acceptability subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analysis, special contract provisions, statement of work, proposals, certifications, and correspondence.
Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.
Conduct subcontract file reviews in support of Government audits.
Ensure compliance with governmental law and divisional policies on contracts.
Ensure subcontract requirements are met, assist in cost management, and coordinate issue resolution with customers.
Ensure the management of subcontract file(s); prepare and control all modifications and correspondence.
Interface and coordinate with contractor/subcontractor, interdepartmental, and internal department team members.
Serves as audit coordinator for DCMA/DCAA audits. Responds to audit inquiries regarding contract obligation and follow-up with auditors until issue resolution.
Monitor small business goals on assigned subcontracts, coordinate with team members, maintain records, and participate in small business activities/fairs.
Close out subcontracts.

Bachelor’s Degree in Business Administration, Finance, or other related field
3-5 years of direct experience as a contracts administrator with strong knowledge and understanding of FAR, DFARS regulations, and interfacing with DCAA.
Demonstrated experience managing projects on multiple contract types including FFP, Cost based, Grants, and others.
Must be a self-starter who exhibits leadership and business acumen skill.
Able to work independently in high-volume contracting environment.
Excellent written and verbal communication and negotiation skills.
Proficiency in Microsoft Office tool suite.
Extremely organized, very detail oriented, able to multi-task, and prioritize tasks.
Ability to travel, as needed.
Must have a clearance or the ability to pass and maintain a Security Clearance.
5+ years of direct experience as a contracts administrator with strong knowledge and understanding of FAR, DFARS regulations, and interfacing with DCAA.
MBA in a related field is preffered, but not required.
Security Clearance is preferred, but not required.
