Candidate demonstrates superior skills in federal acquisition for support to Government Contracting Officers. Individual must be an expert with all acquisition life-cycle activities (cradle-to-grave). Delivers strategic sourcing, acquisition planning, and acquisition counsel as well as develop acquisition pre-award documentation, e.g., Performance Work Statements, Quality Assurance Surveillance Plans, Acquisition Plans, Independent Government Cost Estimates, Source Selection Plans, and Market Research Reports. Individual will elicit requirements from Government program managers via interviews, focus-groups, and document analysis. Requirements gathering will conclude with thorough, compliant, and actionable acquisition (procurement) packages. Resolves complex acquisition management problems and delivers acquisition sourcing strategies for Government requirements and provides business advice to Government customers. Reviews pre- and post- award documentation and automated Government contract files for completeness, accuracy and regulatory compliance.
Qualifications include 5 years experience in Federal or DoD Acquisition and Program Management. At least 3 years or more was supporting a complex and large public contracting activity including understanding and demonstrated experience with Funding, Justifications, & Determinations & Findings documents. Individual will have a Bachelor's Degree in business or related discipline, e.g., Contracts, Finance, or Law. Individual must be a US citizen and able to obtain a Federal clearance and has the capability to telework. Work is performed as an Independent Contractor. Individual is responsible for its own equipment, office, taxes, and vacation. Applications will only be accepted from qualified candidates that are certified FAC-C Level III or DoD DAIWIA Level III.
