Serves as the Director of the Public Works Institute (PWI). Ensures successful delivery of all PWI programs with a focus on instructional excellence, competency, programmatic innovation, smooth program operation, participant achievement, customer satisfaction, and student enrollment. Responsible for developing the PWI annual budget and ensuring fiscal success by tracking revenue and expenditures throughout the year.
Serve as the Director of the Public Works Institute. Responsible for establishing center-wide operational, administrative and logistical processes and supporting systems. Assists the Executive Director in creating and implementing the strategic direction for PWI. Develop and implement business strategies for revenue growth and expenditure management. Responsible for the development, delivery and continuous improvement of instructor-led and web-based courses. Ensure successful delivery of all PWI programs with a focus on instructional excellence, competency, programmatic innovation, smooth program operation, participant achievement and satisfaction, and enrollments. Manage overall scheduling, delivery and logistics of course materials. Serve as the direct University contact for managing the TXDOT Workforce Development contracts to deliver (63) Heavy Highway training courses. Ensure PWI meets contract expectations and goals. Serve as the direct University contact for managing the TXDOT – Local Technical Assistance Program (LTAP) grant for the State of Texas. Ensure PWI meets grant expectations and goals. Serve as the direct University contact for managing the TXDOT – Traffic Safety Grant contracts for City/County Government. Ensure PWI meets contract expectations and goals. Develop and manage the PWI budget and monitor revenue and expenses, oversee contract maintenance and approve all expenditures relating to the program. Accountable for the profit and loss status of the program. Review and analyze financial and training data and prepare financial and program assessment reports to leadership and external clients. Develop proposals for contract and grant opportunities. Produce monthly, quarterly and annual reports for grants. Manage planning committees, educational design, program delivery, and evaluation of all program activities. Create and implement a nationwide marketing strategy utilizing multimedia, website, exhibitor presence, catalog, email/newsletter and social media to continually expand the program's business landscape. Develop, implement and oversee PWI contractual agreements and relationships with individuals, companies and organizations regarding program curriculum and program training utilizing Work Made for Hire Agreements, Service Agreements and Host Site Affiliate Agreements. Address and resolve potential customer service issues with existing and new clients. Represent PWI in meetings, negotiations and presentations with senior executives from both the public and private sectors. Seek and develop positive working relationships with federal, state and local workforce agencies and employers to assure positive participant experiences. Develop training partnerships with industry and associations. Provide direct supervision (train, evaluate, manage) to PWI program Instructors, professional staff and support staff. Assess and update existing PWI policy and procedures to ensure they align with University, federal and state guidelines. Identify, recruit and onboard contract instructors and subject matter experts. Assign staff/contractors to special projects and mange performance/deliverables. Performs other duties assigned.
Bachelor's degree in Engineering, Science, Public Administration, or related field. Five (5) or more years of experience managing the administration of a training or contracted services program, performing a variety of administrative functions and coordinating with customers, managers, facilities and supervisors or the equivalent.
Master's degree in engineering, science, business or public administration. 7 or more years of experience in administrative management of a complex training program. 7 or more years in public works industry, preferably in a management position. 5 or more years' experience scheduling instructors, classes and locations for a complex statewide or nationwide program. Experience in maintaining a curriculum and training materials library and managing materials distribution. Demonstrated ability to manage a program budget.
