Facilities Management and Development (FMD), a unit within the Administration and Finance Division (AFD), is responsible for the planning, design, construction, operations, maintenance, and repair of university facilities and grounds. FMD consists of five critical and interdependent support departments, including Facilities Customer & Business Services; Energy, Utilities, & Sustainability; Environmental Health & Safety; Facilities Planning & Capital Projects; Facility Operations; and Special Projects. The Facilities Operations Department is responsible for providing maintenance, repair and minor construction of university facilities with employees working in such areas as mechanical and architectural building maintenance, landscape, custodial, transportation, warehouse, refuse and recycling, and surplus.
Under the supervision of the Executive Director for Facilities Operations, this position has direct responsibility for managing a comprehensive facility maintenance and repair program for campus buildings and utility infrastructure, including HVAC, water, gas, sewer, and electrical systems. Additionally responsible for operating, maintaining, or overseeing major building technology systems such as building automation management, lighting control, fire and life safety, and elevator systems. This position oversees the Architectural Trades and Mechanical Trades sections of Facility Operations, which includes the management of eight areas: Carpenter Shop, Paint Shop, Lock Shop, Plumbing Shop, Electric Shop, Central Plant, Engineering Services and Poly Canyon Village Shop. The incumbent has direct supervision of the Manager of Mechanical Trades, who oversees the Engineering Services, Central Plant, and Plumbing shops, and the Manager of Architectural Trades, who oversees the Carpenter Shop, Paint Shop, Lock Shop, and Electric Shop. In addition, this position has broad programmatic responsibility for managing, developing, directing, and providing vision and strategic planning, and establishing and monitoring organizational goals for all functional activities of the maintenance organization.

Education and Experience:
Bachelor's degree in Engineering, Architecture, Industrial Technology/Education, Facilities Management or another related field and five (5) years of progressively responsible management and supervisory experience in the area of general facilities project management, maintenance, renovation, and operations management.
Licenses, Certificates, Credentials:
Possession of (or ability to obtain by date of hire) a valid California Driver's License.
Excellent personnel management skills. Comprehensive knowledge of effective personnel management practices and supervisory skills, including recruitment, training, performance assessment and metrics management, motivation and professional development, corrective actions and progressive discipline.
Working knowledge of proper repair procedures for heating, ventilating, air conditioning, plumbing and sewage systems, electrical distribution systems, 125 PSIG steam boiler equipment, central heating and cooling plants, and general construction methods.
Working knowledge of the Uniform Building Codes and California Mechanical, Plumbing and Electrical Codes.
Demonstrated ability to take initiative and be proactive in the maintenance and construction needs of the University as well as develop programs, policies, and procedures for continual improvement of Architectural Trades and Mechanical Trades to campus.
Demonstrated knowledge and understanding of safety in the workplace and ability to observe safety requirements and safe work practices and methods as required.
Knowledge and ability to utilize campus resources during emergency situations. Demonstrated ability to understand problems from a broad perspective and discern underlying causes of the problem when developing solutions and to conceive new approaches to complex problems and issues.
Excellent interpersonal oral and written skills and demonstrated ability to interact and communicate in an effective and dependable manner as well as establish and maintain cooperative working relationships with clientele such as students, staff, faculty, and co-workers. Demonstrated ability to work in a productive manner with contractors, vendors, and building professionals.

Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email.

Master's Degree in Engineering, Architecture, Industrial Technology/Education, Facilities Management or another related field.
Management experience in a higher education or institutional setting.

Must be willing to travel and attend training programs off-site for occasional professional development.
Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
Working around high (350 degree) and low (-40 degree) temperature equipment such as 120 pound steam boilers and pipelines and inside blast freezers.
Working around large (100 HP) fans and motors and noisy, diesel engine-driven generators.
Ability to communicate in person or by radio or telephone with the general public or campus community repeatedly throughout the day.
