The Population Studies Center (PSC) in the Institute for Social Research (ISR) at the University of Michigan invites applications for a full-time position of Research Area Specialist Intermediate. The Research Area Specialist will help design, manage and grow the Criminal Justice Administrative Records System (CJARS). CJARS is the next-generation criminal justice data infrastructure to support evidence-based criminal justice policy making and administration, and is being developed through a partnership between the University of Michigan and the US Census Bureau. The Research Area Specialist will participate in data management and production as well as analysis of the collected records. Work will involve harmonizing multi-jurisdictional data, developing algorithms to unify local value codes, executing of probabilistic matching models, and contributing to ongoing research projects.
Under the direction of the project’s principal investigator (PI), the Research Area Specialist will manage the implementation, data outreach/collection, and analysis processes for CJARS as follows:
Outreach to potential state and local partner agencies for the purpose of data collection;
Coordinating data acquisition from study partners and government agencies;
Establishing and managing strong relationships with project partners, including administrators, vendors, contractors, and sub-awardees;
Tracking progress on data harmonization and integration into the CJARS repository;
Managing data production and ensuring a timely delivery of data extracts to the U.S. Census Bureau;
Conducting data quality and code validation checks;
Liaising with IT staff at ISR to ensure proper maintenance of the CJARS Secure Data Enclave, and ensuring project adherence to data security protocols including institutional, state, and federal regulatory policies, procedures, directives and mandates;
Troubleshooting unforeseen challenges in implementation;
Submitting periodic project status reports to supervisor/PI;
Managing data protocols, IRB-related documents and memorandums of understanding;
Coordinating grant applications and managing progress reports, as required by funding agencies in collaboration with the PSC Grants Office;
Summarizing and analyzing CJARS data and reporting results;
Providing orientation, basic training and overseeing work of support staff and/or students including training, scheduling, and distributing;
Reviewing literature and contributing to other related projects as needed;
Other duties as assigned.
A Bachelor’s degree and acquired knowledge of economics, computer science, software development, and/or statistics with at least 4 years of work experience;
Proven ability to code in at least one of the following languages: R, Stata, SAS, Python, or SQL. Familiarity with HTML and CSS also valuable;
Previous supervisory experience;
Strong time management skills with a proven ability to multitask and to prioritize to successfully complete projects on tight deadlines with little supervision;
Excellent communication skills, with the ability to present data in a simple and straightforward way for non-technical audiences.
Strong project management skills with exceptional attention to detail;
Ability to work independently in a fast-paced environment and demonstrate ability to exercise sound judgement; and
Outstanding interpersonal skills and ability to maintain positive relationships with various stakeholders.
A Master’s degree in public policy, data science, criminology or economics is strongly preferred.
Knowledge and understanding of data science, probabilistic matching methods or U.S. criminal justice research literature
Experience with organizational operations duties such as monitoring budgets and data management is a plus.
