The WSARC Contracts Manager supports this mission through creating, coordinating, managing, an efficient (measured by processing time), effective, and transparent contracting process. Owning that process from cradle to grave to generate, modify, and archive all WSARC & WSRI contractual documents including: contracts, sub-contracts, proposals, purchase orders, contract risk analysis, and contract close-outs. Establishes and maintains policy and procedures to minimize contractual and financial risk, ensuring accuracy and completeness.
-Bachelor's degree in Business Administration (or related field) and 10 years of defense contract management, or 14 years of defense contract management -5 years supervisory experience. -Experience with Government (FAR / DFAR) contracts, including Fixed Price (FP), Time & Material (T&M), Cost Plus Award Fee (CPAF), Fixed priced level of effort (FPLOE), Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Incentive and Indefinite Delivery/Indefinite Quantity (IDIQ) contract types/vehicles is required. -Experience preparing contract change notices, monitoring contractor performance, including the reporting and status of contractor and owner deliverable. -Experience in creating price structures, quotes, and major proposals. -Ability to monitor and evaluate financial activity including preparing budgets and reports. -Demonstrated ability to prioritize work activities in a fast-paced environment and effectively communicate at all levels within the organization. -Demonstrated practical negotiation skills and additional competencies attributed to complex, multi-issue, multi-party transactions. -Demonstrated ability to make sound business judgments, handle multiple contractual activities with a short turn-around time, and work independently as well as part of a team.; professionally interact with other contracts and procurement staff, functional peers, management, and internal/external customers -Proficiency with Microsoft Office Suite, especially Excel, Word, and Outlook. -Strong analytical skills, as well as excellent oral/written communication and presentation skills. -Demonstrated knowledge of FAR and DFAR. -Ability to hold a TS/SCI clearance. -Perform other duties as assigned.
-Master's Degree in Business Administration, or related degree Certificate in Federal Contracts Management. -NCMA Certified Federal Contracts Manager or equivalent – -Experience with R&D contracts (AFRL, DARPA, ONR) – Experience working with non-profit institutes. -Experience with Deltek Costpoint (Contracts and Purchasing Modules) -Experience with 2 CFR 200 (Uniform Guidance) or related -Experience with Contractor Purchasing System Review (CPSR) -Familiarity with international contracts and knowledge of EAR and ITAR is required
Essential Functions and percent of time::
35% – Contract Administration
Prepare, examine, analyze, negotiate, and revise contracts, subcontracts, subawards, consulting agreements, leases, and purchase orders.
Oversee administration needs and support (cradle to grave) for white papers, proposals, contracts, subcontracts, sub-awards, leases, nondisclosure agreements (NDA), Teaming Agreements, and purchase orders.
Maintain a database of contracts, subcontracts, proposals, leases, whitepaper activities
Monitor and evaluate all contract related financial activity. Coordinate with program managers to ensure contract requirements are fulfilled.
Drive proactive internal and external communication throughout the contracting process to ensure a complete, executed contract is secured
Track and modify contract schedules ensuring proactive identification of upcoming contract renewals or close-outs.
Conduct contract kick-off meetings and maintain minutes.
Maintain SAM updates.
10% – Property Administration
Maintain WSARC's Government approved property system.
Responsible to ensure compliance with FAR Part 45 and 52.245-1.
Mentor and train the property administrator.
Disposition property in a timely manner.
10% – Small Business Liaison Officer
Maintain current and accurate vendor information.
Ensure procurements are in accordance with Policies and Procedures.
Lead the negotiation strategy for procurement activities.
Identify and lead developing new sources of vendor products, services and capabilities.
Promote the utilization of small business concerns.
Review and monitor subcontracting plans.
Responsible to gathering the information to reporting the Individual Subcontract Report (ISRs) and Summary Subcontract Reports (SSRs) into the Elecronic Subcontracting Reporting System (eSRS).
Attend outreach activities.
Provide internal training.
Ensure compliance with all Government regulations relating to Small Business Concerns.
15% – Risk Analysis
Conduct risk analysis and establish policies and procedures that minimize contractual and financial risk to company.
Establish and maintain company policy and procedures to minimize contractual and financial risk following all State and Federal requirements.
Function as the small business liaison officer ensuring compliance and tracking of objective achievements.
Maintain current knowledge of relevant contactual procedures and practices
10% – Proposal Support
Support strategic planning, business development, contractor teaming, proposal development, pricing, contract administration and program management.
Review complex solicitations and provide guidance of solicitation requirements and contractual strategy. Host proposal kick off meeting.
Lead for the cost and contract volumes.
Oversee and direct the preparation of price structures and cost proposals including pricing and scheduling details, coordination of requirements, and cost proposal risk assessment.
Develop and maintain templates and standard proposal content.
Responsible for the final delivery of the proposal.
