Position Description:
Analyze project requirements from inception to closeout and develops solutions to agency’s needs
Prepare Request of Proposals (RFP) and Invitation for Bids (IFB) preparation guidance, market research/ analysis and selection and administration of terms and conditions
Provide services to coordinate and support development of customer needs statements, Request for Information (RFIs) and Requests for Quotes (RFQs)
Coordinate, review, and present vendor responses to RFIs, RFQs and service requests, and acquisition planning
Prepare contract awards and modification for Contracting Officer (CO) signature
Support the contract negotiation memoranda and contract modifications for CO
Support the CO in documenting evaluation of performance, contract termination and contract closeout
Create/maintain Contract file folders, prepare solicitation documentation, and review proposals for compliance, contract modifications
Operates independently or in direct support of the Project/Program Manager
Participates in all phases of the project including providing research, lending technical expertise and assistance in project management, contracts acquisitions, and procurement
Assist in coordinating the activities of contractor personnel
Assist in defining scope of the project and delivers ideas and solutions for project resolution
Responsible for business improvement services in life cycle administration and management of contracts, contract negotiations; proposal guidance, preparation analysis, purchase justification, material lifecycle plans, bills of material, cost estimates, as well as product and service oriented draft statements of work
Required Knowledge, Skills and Competencies:
TS/SCI, Polygraph desired
Must have at least 6 years of progressive government contracting experience, including managerial experience
Possession of extensive working knowledge of the FAR and DFAR and agency supplements
Should have experience with acquisition planning
Ability to multi-task and set priorities within a team environment required
Expertise with using Microsoft tools (Outlook, Excel, Word, and PowerPoint)
Excellent oral and verbal communication skills required
Education/Training/Certifications Required:
Bachelor's Degree
Experienced Level II or Level III DAWIA or FAC-C certification in the field of contracting or its equivalent is desired
