Portland State University (PSU) Facilities and Property Management (FPM) is seeking a Custodial Operations Manager to oversee daily activities of the Custodial Services work unit which is a large and critical operational service group within FPM.
The Custodial Operations Manager reports to the Administrative Services Manager and collaborates closely with colleagues within FPM and across campus to provide efficient, high quality customer service oriented custodial services across the University.
This position oversees a Custodial Operations Supervisor, several Qualified Rehabilitation Facility (QRF) custodial contractors and up to five student workers.
This is a new position and responsibilities will include, but are not limited to:
Administration and management of PSU's four custodial contracts with an annual operating budget of over $3 million serving approximately 5 million square feet of classrooms, laboratories, offices, auditoriums, gymnasiums, health clinics, rest rooms, private rooms in residence halls and apartments.
Establishing and ensuring successful implementation of operational objectives and initiatives.
Providing oversight for budget performance, work plans and performance requirements.
Management of FPM's Building Inspection Program.
Collaborating with contractors to meet service schedules and operational objectives,identifying risks and responding accordingly.
Taking the lead in developing, modifying and executing policies that affect operations and may have campus wide impact.
Serving as a subject matter expert when solving challenges that require an in-depth knowledge of organizational objectives.
Knowledge such as that obtained through a Bachelor’s degree OR which may be obtained through equivalent experience/training such as might be achieved through five to seven years experience in planning, organizing, and directing a custodial-based work force and which experience demonstrates the ability to independently perform the wide range of assignments associated with administration and management of custodial or related services and contracts.
Advanced knowledge of custodial and housekeeping services including knowledge of codes and policies governing bio hazardous and / or hazardous waste and other applicable legal and government-mandated regulations and requirements related to custodial services.
Advanced knowledge of fiscal management including budget development, account management and tracking.
Excellent communication skills with the ability to convey complex information clearly and concisely to diverse audiences.
Excellent analytical and problem-solving skills with the ability to synthesize information then develop and implement effective / innovative solutions.
Demonstrated ability to build effective working relationships and negotiate effectively.
Demonstrated insight, tact, political acumen, and diplomacy skills sufficient to foster and build effective working relationships, build consensus, and negotiate.
Ability to lead and manage with a customer-focused orientation and be attentive and responsive to concerns when working with administration, management, and staff at all levels of the organization.
Advanced knowledge and ability to develop and implement process improvement strategies and initiatives.
Demonstrated expertise in human resources management as necessary to hire, train, motivate, evaluate, commend, discipline, and release personnel so as to provide effective direct and indirect supervision to the Custodial Services Unit overall and to include the ability to lead and manage staff with diverse skills and expertise.
Knowledge and ability to lead and manage personnel successfully in a union-represented environment.
Experience with and ability to develop custodial service plans based on available resources and priorities. To include further development and negotiation of service level agreements where necessary.
Ability to implement a customer/constituent service approach, with a commitment to high ethical standards.
Ability to take initiative and independently plan, organize, coordinate and perform work in various situations where numerous and diverse demands are involved.
Ability to effectively interpret, organize and present information, ideas and concepts in written or presentation format and use consultative, collaborative and facilitation skills to obtain decisions required to move forward toward implementation.
Ability to establish and maintain effective working relationships with other departments and individuals within the University as well as serve as a departmental liaison to the campus, outside agencies, and community. Ability to collaboratively work with others and handle potentially sensitive or confidential situations appropriately. To include demonstrated consultative skills in working with internal and external constituent groups.
Ability to recognize and accommodate changing priorities; meet short and long term deadlines/goals; and complete routine tasks despite intermittent interruptions. This includes managing multiple tasks and working proactively to avoid crisis and backlog.
Ability to initiate, establish, and foster teamwork by maintaining a positive, cooperative, productive work atmosphere while establishing effective working relationships within a diverse population and with those from various cultural backgrounds.
Possession of a valid State-issued driver’s license.
Successful completion of a background check.
Bloodborne pathogen and sharps disposal training.
Certified Custodial Supervisor certification through the International Sanitary Services Association (ISSA).
Holds an APPACEFP or EFP.
