Provide specialist advice and support to SCB operations in (Country) in the area of security ensuring :
a) A safe and secure environment for staff and customers; b) Adequate access controls and overall security based on risk and threats; c) Compliance with Group policies and standards and local legal and regulatory requirements; and d) Cost effectiveness of programmes.
To formulate and maintain communication network with relevant enforcement authorities.
The Role Responsibilities
To develop and implement policies and strategies and impose standards in the areas of security and incident response in (Country).
Undertake regular security reviews of all premises to ensure compliance with Group Security Policy and the standards contained in the Manual of Personal and Business Protection.
Conduct country Security risk assessments on a regular basis to ensure timely identification of threats and recommend cost-effective and risk-commensurate countermeasures.
Undertake Security Control Reviews as required under policy guidelines to document policy compliance.
Advise and support SCB operations in (Country) during special events and crises.
Drive communications plans and local training to raise staff awareness of security issues.
Supervise and provide technical support in electronic counter surveillance.
Closely liaise with enforcement authorities to ensure adequate compliance with their requirements and to minimise disruption to banking operations.
Manage the performance of contractors and guards ensuring effective security protection of bank premises .
Staff, customer and regulators confidence by attaining :
A stable and continuous business environment, free from hazards, loss or interruption.
Regulatory and international standards in protective security.
Appropriate levels of security and safety for staff and customers.
Budgetary control by ensuring that measures are cost-effective and risk commensurate.
The complexity of the job arises from:
The wide variety of subjects that the role encompasses and the need to remain current with rapid developments in supporting technologies, industry practices as well as legal provisions.
The wide range and number of people the job-holder must see and communicate with, often requiring immediate technical advice or instruction.
Works involved always require other diversified knowledge and experiences than the security management skill.
Time-essence of managing an emergency or crisis requires on-call standby.
A high degree of judgement is required in the provision of all security which demands:
Strong background knowledge and the ability to integrate and apply this knowledge to the Bank's business.
An ability to take challenging and creative decisions in order to reduce the risks and minimise the impact of a serious incident.
Sensitivity to internal and external repercussions of breaches of security resulting from staff misconduct.
The job holder is the most senior security professional in SCB (Country) country team, whose expertise the management will rely on for security-related issues
Knowhow And Experience
An understanding of the Bank's business.
A sound knowledge of security management with professional and educational accreditation.
Strong project management skills with an ability to facilitate critical decisions by senior management.
Strong interpersonal skills.
The ability to analyse complex situations and translate these into concise written reports.
Experience of prevention measures management techniques, research methods and crisis management.
Well conversant with legal requirements on security.
The job involves five primary responsibilities:
A delivery role to provide specialist advice and support and develop cost-effective and risk-commensurate strategies in the areas of protective security in (Country).
A governance role to monitor effectiveness of programmes and ensure compliance by line management;
A managerial role to oversee the performance of the Security functions in (Country).
Formulation and administration of contracts.
Design and management of security systems.
