E3 Federal Solutions has an IMMEDIATE OPENING for a Contract Specialist. Position is located in Springfield, VA and requires a TS/SCI clearance (CI polygraph preferred).
We seek candidates with specific experience in pre and post award contracting. The individual must possess strong business acumen, be a critical thinker, have excellent written, presentation and verbal communication skills, and possess extensive cradle to grave contract knowledge.
In this position, primary responsibilities include, but are not limited to:
Prepares and issues solicitation documentation and reviews proposals for compliance.
Conducts pre-proposal conferences.
Serves as an acquisition business advisor to senior leadership, contracting officers, program managers, and other stakeholders.
Analyzes project requirements from inception to closeout and develops solutions to agency's needs.
Assists with the development of acquisition packages/documents, Requests for Quotes (RFQs), Requests for Proposals (RFPs), Statements of Work (SOWs/Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), Justifications & Approvals (J&As), Source Selections Evaluation Plans(SSEP), Market Research, etc.); review documents for quality, clarity, and adherence to applicable regulations (FAR, Agency regulations, etc.) and recommend revisions as needed.
Coordinates, reviews, and presents vendor responses to (RFIs), Requests for Quote (RFQs), and Request for Proposal (RFPs).
Responsible for business improvement services in life cycle administration and management of contracts, contract negations; proposal guidance, preparation and management assistance.
Prepares contact awards and modifications for Contracting Officer signature.
Performs price analysis and cost and price analysis, as appropriate.
Drafts contract negotiation memoranda and contract modifications for CO.
Supports the CO in documenting evaluation of performance, contract termination and contract closeout.
Perform cost and price analysis and establish pre-negotiation positions.
Assists the Contracting Officer in drafting evaluation criteria, facilitating the source selection process and coordination of the evaluation team.
Monitors overall contract performance.
Creates and maintains neatly organized contract files in accordance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFAR)
Assists the Contracting Officer with protests when necessary.
Mentors junior level contract professionals.

Bachelor's Degree required.
TS/SCI clearance required; active CI Poly strongly preferred, but not required.
8+ years of progressive government contract experience.
Excellent written, presentation and verbal communication skills.
Proficiency with Microsoft Office Suite of tools, including SharePoint.
Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and acquisition planning.
Ability to work independently and in a team on very complex acquisitions.
Experience with fixed-price, cost-reimbursement, or a combination of contracting methods
Experience being a contracting officer’s representative (warranted contracting officer experience a plus)
Previous or current contracting, procurement, or program management DAWIA certification or CFCM/CPCM certification from NCMA
Proven ability to work independently or as part of a multifunctional team to achieve complex program goals
Active acquisition-related industry group membership or affiliation (e.g., NCMA, Program Management International)
