Under minimal supervision and in accordance with IDA policy and procedures, this position provides administrative and technical assistance in support of the procurement function at IDA-Virginia, including STPI. May provide advice and guidance to lower level positions in the Purchasing Dept.
Responsible for the purchase of items, materials, or services of a technical and specialized nature as well as purchases of “off-the-shelf’ types of standard and generally available items, materials and services.
Reviews all purchase requisitions, processes all IT procurements, and approves purchase orders up to $1,000: Assesses purchase requisitions for sensitive requirements; implements procurement actions to execute economies of scale; completes file documentation to ensure compliance with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), and IDA procedures and practices.
Prepares Requests for Quotations (RFQs) and proposals, detailing specifics of requirements; evaluates responses for compliance, interpreting specifications such as detail and technical terms or properties to ensure that required configurations or services are or can be met.
Develops reliable sources of supply and compiles cost and quality comparisons of items, materials or services. Stays abreast of market product development in order to locate new sources of supply and considers vendor socio-economic classifications to assist corporate efforts in meeting small business goals.
Selects qualified vendors to meet procurement requirements; reviews vendor status in terms of inventory and access to special order items, competitiveness and reliability; obtains competitive pricing; may be required to negotiate pricing and terms; ensures compliance with all applicable FAR and DFARS and IDA practices and procedures.
Prepares market surveys/analyses and provides recommendations based on findings concerning product quality, available vendors, cost effectiveness, and delivery terms. Stays abreast of market and product developments; may be required to locate new sources of supply.
Administers tracking and monitoring systems to ensure timely and accurate completion of purchase orders; follows-up as required to resolve discrepancies or problems; performs close-out activities.
Monitors receiving function to ensure accurate tracking of ordered goods and services and adherence to IDA policies.
Performs other duties as required.
Bachelor’s degree in business and three years progressively responsible experience in purchasing, negotiation procedures or equivalent work experience.
Knowledge of FAR and DFARS as they apply to government contractors.
Ability to analyze data using price trends analysis and cost factoring and to apply results to current market and proposals.
Computer experience with software such as MS Excel, MS Word and Deltek Costpoint.
Ability to work under pressure of deadlines and deal with all levels of staff and management with tact and diplomacy.
Ability to communicate effectively both orally and in writing with all levels of staff.
