We are seeking an Acquisition Analyst at Fort Belvoir, VA.
Description: As an integral member of the acquisition support group – the Acquisition Analyst provides valid, supportable research analysis from Federal Acquisition Regulations and agency acquisition regulations. Additional Responsibilities Include, but are not Limited To: • Responsible for pre-award services functions involving highly specialized, high volume/moderate value, and complex procurements of significant importance. • Provides advice, recommendations, and document preparation including; PWSs, SOWs & SOOs, Justification and Approval, Exceptions to Fair Opportunities, Acquisition Strategy and Support, Milestones, Evaluation Criteria, Cost Estimates, Market Research and Market Surveys, Quality Assurance Surveillance Plans, RFPs and RFQs, and miscellaneous preaward documentation. • Assist with proposal development, if necessary.
Experience: • Five (5) years relevant experience; prefer ten (10) years of experience. • GS II02 series or military equivalency or onsite contractor experience supporting acquisition and procurement activities with direct support to contracting officers and 1102 series customers across the acquisition life cycle (Pre-Award to Post Award). • Military or DoD acquisition training and experience. • Previously Held Warrants. • Familiarity with OTAs, Cooperative Agreements, and Grants. • Experience and training on the MS Office suite of tools is required with a moderate skill level in spreadsheet applications, and a working knowledge of databases. • Working knowledge of pre-award acquisition preparation in support of the program office objectives. • Familiarity with DOD 5000 series acquisitions for information technology services. • Familiarity with Federal Acquisition Regulations. • Knowledge of a software or product development life cycle. • Knowledge of and ability to implement meeting facilitation principles and practices.
Certificates, Licenses, Registrations: • DAWIA Level II or FAC-C certification of Level II or equivalent within the last four (4) years.
Other Required Skills & Abilities: • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract. • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook. • Ability to work effectively and maintain personal stability in dynamic, fast-paced, highstress team environment and react quickly to change. • Ability to interface effectively with government and industry officials. • Ability to synthesize complex, multi-functional data into meaningful information for effective management action. • Ability to work well with and through others – securing the willing cooperation from assigned/matrixed resources, as well as government, industry, other contractor representatives. • Intermediate to advance skills in word processing, presentation packages, and risk analysis tools are strongly desired. • Dynamic individual with strong relationship and communication skills. • Excellent written and verbal presentation skills. • The position functions in a multi-tasking environment that requires the ability to prioritize tasks, communicate impacts of analysis, and document results of efforts in real-time. • The development of supporting documentation requires the ability to structure and present the results of the analysis in a manner that allows the intended reader to reconstruct the data analysis without question, in a professional manner.
Security Clearance: Secret clearance required.
