This position is responsible for planning, organizing, and directing the operations of the Water and Sewer Division within the Public Works Department.
Manages the day-to-day operations of the Water and Sewer Division.
Maintains good relationships with senior staff, contractors and the general public.
Occasionally attends City Council meetings and workshops to answer questions and make presentations.
Develops and implements division policies and procedures.
Ensures compliance with state and federal regulations.
Prepares annual budgets for Water and Sewer Division Oversees water and sewer engineering staff and all capital projects for Water and Sewer
Oversees the operations of the City’s water and sewer treatment plants
Monitors expenditures to ensure budgetary compliance.
Provides historic data to the City Administrator, Public Works Director, and other City departments.
Oversees the implementation of safety standards and training.
Participates in the response to emergency situations.
Prepares recommendations and paperwork for grant applications.
Resolves customer complaints and concerns.
Maintains professional and working relationships with regulating authorities and other water and sewer entities.
Provides for the training and education of divisional employees in the performance of their job duties and to comply with the City’s policies and procedures.
Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of public administration and management in a municipal government.
Knowledge of the techniques, equipment, and supplies used in water and sewer system construction, repair, and maintenance.
Knowledge of engineering standards relating to water and sewer operations
Knowledge of safety policies and procedures.
Knowledge of federal and state laws and local ordinances relevant to divisional operations.
Knowledge of City policies and procedures, including purchasing and budgeting procedures.
Knowledge of the operation and preventive maintenance of a variety of equipment.
Skill in budgeting and public financial management.
Skill in supervision and management.
Skill in developing and interpreting plans and specifications.
Skill in reading and interpreting engineering specifications and drawings.
Skill in the use of office equipment such as a computer, calculator, copier, and facsimile machine.
Skill in interpersonal relations.
Skill in oral and written communication.
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the Water and Sewer Division in order to direct and coordinate work within the Water and Sewer Division, usually interpreted to require three to five years of management experience with public water and/or sewer utility systems.
In addition to the management experience, minimum of ten years working with public water and sewer utility systems
Possession of or ability to readily obtain a valid driver's license issued by the State of Missouri for the type of vehicle or equipment operated.
Possession of or ability to readily obtain an appropriate state-certified licenses for water or wastewater treatment or distribution/collection as appropriate.
Proficiency with Microsoft Outlook, Word and Excel software.
