Nature of Work
The City of Miami Beach Parks and Recreation Department is recruiting an Aquatics Manager with experience operating public aquatic facilities. The recruiting objectives for this position requires a candidate to perform all duties necessary for the efficient operation of the Flamingo Park Pool, Scott Rakow Youth Center Pool, Normandy Isle Pool and any future pools being considered for construction.
The incumbent is responsible for planning, organizing, directing and supervising staff/contracts/volunteers that operate public aquatic facilities with a focus on safe operations, safety of participants and the ability to increase and expand the diverse participation and user-ship of aquatic programs and facilities. The incumbent will be responsible to manage day to day operations while developing strategies to increase the use of our public pools and aquatic programs. This responsible and specialized work involves supervising operational areas including maintenance, recreational programming and services, concessions, budget operations and revenue collections of assigned municipal swimming pools. The incumbent will ensure compliance with all policies, procedures and regulations, administering the programs' budgets and sustaining a culture of professionalism and respect at all levels. Incumbent will develop and manage the Aquatics Division operational budget, while working with the Assistant Director of Parks and Recreation in developing short-term and long-term aquatic planning and the aquatics capital budget. Work also includes inspecting aquatic facilities; researching and recommending changes in programs and operations based on current trends; preparing and maintaining a variety of monthly, quarterly and yearly operational and revenue reports; and providing excellent customer service.
Supervision is received from the Assistant Director of the Parks and Recreation Department and requires considerable independent judgment in selecting the proper courses of action. The role requires the incumbent to work a highly flexible schedule which includes nights, weekends and holidays.
Illustrative Examples of Essential Duties:
Plans, organizes, and assists in the direction of the City's aquatic facilities and programs.
Manages daily operations at all aquatic facilities, and ensures that all safety, health, and maintenance protocols are consistently enforced.
Manages all revenue streams, including collection, accounting, and routing of funds for recreation programs, facility rentals, contractual relationships, and merchandise sales.
Maintains accountability for all reports, reconciliations, and expenditures.
The position serves as the Department's subject-matter expert on aquatic facilities and programs, especially identifying issues before they become larger problems that could potentially impair the Department's ability to operate safely and effectively. This position develops and recommends solutions to problems through a keen understanding of industry requirements and operating standards for public aquatic facilities; health department rules, required training and certification for pool staff.
Serves as a key contributor involving aquatic facilities, and capital improvement projects.
Proactive identification of routine maintenance needs through development of preventative maintenance plans.
Develops and schedules aquatic programming for the pool to include classes, youth swim team, local and regional swim meets, local and regional water polo meets, swim lessons, masters swim programs, lap swimming, open public swim, water aerobics, and other aquatic programs as developed and assigned.
Conduct training of staff in water safety, first aid, and CPR. Ensures that all certifications of staff is maintained. Ensures high program standards are followed and provides regular in-service training to staff as needed.
Surveys patrons and evaluates programs to determine public needs and how to increase program efficiency and effectiveness.
Prepares revenue/expense and other statistical reports supporting proposed aquatic projects.
Prepares cost analysis of equipment and supplies necessary for the operation of maintenance, programs and events.
Develops and implements standardized policies and procedures governing all City operated aquatic facilities.
Conducts scheduled inspections and safety checks to ensure facilities and equipment are in good working condition and facilities are well maintained and safe for patrons.
Oversees front desk operations to ensure prompt and accurate service for customers including answering phones, routing callers, providing information, patron registration, facility reservation and rental of aquatic facilities.
Schedule, train, mentor, evaluate and discipline employees.
Ensures that patrons are being helped by courteous and professional staff. Supervises daily operation of contractors and volunteers.
Assures that assigned areas of responsibility are performed within budget; assists with annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time. Participates in the development of short-and-long-range plans for the aquatic facilities.
Leads the preparation of the annual department capital improvements program and operating budget related to Aquatics.
Assigns and supervises the work of staff including, but not limited to: Pool Guards, Recreation Leaders, Recreation Attendants, Water Safety/Aquatics Instructors, Administrative Aide, Office Associates and part-time and temporary personnel.
Ensures that the relevant American Red Cross and Florida Department of Health safety and operating standards are met and maintained.
Leads the recruitment, interview and selection process of Pool Guards, Water Safety/Aquatics Instructors, swim team coaches and other division personnel.
Ensures the completion of activity reports, equipment and supply inventories, and all other documents needed by the division.
Responsible for the monitoring of all accounting procedures and depositing of funds collected from aquatic programs.
Initiates public awareness and marketing programs of the activities and services offered.
Submits and manages payroll for aquatic staff.
Trains staff on departmental rules and regulations and performs in-service training and certification management.
Performs general maintenance, including cleaning ponds and splash pads, backwashing, and testing and ordering chemicals.
Responds to emergency calls as needed.
Is considered an "essential employee" during declared City emergencies.
May delegate responsibilities when appropriate.
Performs related duties as required.
Bachelor's Degree in Parks & Recreation, Public Administration, Recreation/Physical Education, Leisure Services, Education or a related field or eight years of equivalent experience and/or education and/or training which provides an equivalent background to perform the work.
Seven (7) years of professional full-time aquatic programming and facility experience, with increasing responsibility for planning, coordinating and implementing a variety of aquatics and/or recreation programs. At least three (3) years of this experience must have been in in a management role with lead supervisory experience planning, supervising and managing aquatic programs, activities and facilities, and budget management.
Current certification in the following:
CPR/AED/First Aid for Professional Rescuers
American Red Cross Instructor in Lifeguarding Certification
American Red Cross Water Safety Instructor Certification
Water Exercise Instructor certification
And one of the following:
National Recreation and Park Association Aquatic Facility Operator (AFO)
Certified Pool/Spa Operator (CPO) Certification or Pool Operator
Certification from an agency approved by the Florida Department of Health
This position requires working outdoors in all weather conditions, alone or in a team.
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone, computer and personal contact.
Significant swimming, standing, walking, moving, climbing, carrying, bending, and kneeling.
Some crawling, reaching, balancing, sitting, standing, pushing, and pulling.
Must occasionally lift and/or move up to 50 pounds.
While performing the duties of this job, the employee occasionally works near moving mechanical parts and pool mechanical systems. The employee constantly is exposed to wet and dry conditions, fumes, toxic or caustic chemicals.
Ability to communicate effectively orally and in writing.
Current and valid Driver's License with acceptable driving record.
Applicant must be able to work varying shifts, holidays, weekends and evening hours.
