Reporting to the Assistant Vice President of Budget and Planning, the Comptroller provides the leadership and management for all financial functions of the College including daily operations, financial reporting and related systems, develop and implement fiscal related internal controls and provide guidance on fiscal and internal policies and procedures to other institutional components designed to mitigate risk and to maintain compliance and control oversight. The Comptroller has lead responsibility for the coordination and management of the institution's annual financial and A-133 audits as well as the preparation of the College financial statements and NSCC Foundation Financial Statements. The Comptroller serves as the institutional liaison for external audits. The Comptroller is responsible to provide leadership, training, and supervision to the Fiscal staff as well as providing support to the various College components on fiscal policies and procedures.
DUTIES AND RESPONSIBILITIES:
Manage the Fiscal Affairs Department consisting of General Accounting, Accounts payable, purchasing and Procurement, Revenue Control, Cash Management, and Fixed Assets. Provide oversight and guidance for all accounting and general ledger transactions as well as maintenance of the College's Finance module which is used for all budgetary and fiscal reporting.
Work closely with Student Financial Services to maintain financial aid and student account information integrity and reconciliation. Work closely with the Grants and Contracts Accounting to maintain information integrity Oversee the accounting and Ed Gaps cash management functions of Title IV student financial aid, state grants, student loans, Uplan as well as Foundation and private scholarships.
Provide support to various College components relative to internal control structures, regulatory compliance, accounting and reporting under Generally Accepted Accounting Principles (GAAP), and Governmental Accounting and Finance Reporting Standards Board (GASB).
Manage, reconcile and oversee all fiscal record keeping including appropriated and non-appropriated funds, grants and agency funds, payroll funds and alternative funding sources such as TELP.
Preparation and analysis of monthly, quarterly annual and ad hoc financial reports for submission to federal and state agencies including the Department of Higher Education, to the College Board of Trustees and Finance Committee, and to external agencies such as HEFA, IPEDS, Sightlines, bondholders and energy management contractor.
Ensure that all reconciliations are performed in a timely and accurate manner and that all reconciling items are investigated and resolved in a timely manner.
Investigate cost effective options for improving day-to-day operational activities and increasing efficiency and effectiveness of fiscal operations, prepare and provide College management with cost analyses and recommendations.
Lead responsibility in maintaining Banner Finance and Finance Self Service modules. Work in concert with the various College departments responsible for Banner modules which interface with the College's Finance system. Responsible for ensuring training plans for College users of Banner Finance Self-Service.
Responsible for overseeing the budget and accounting functions of the College's Foundation; maintains the Foundation chart of accounts and provides Foundation accounting and budget reports; coordinates with Development Office staff to review and make adjustments as necessary prior to posting receipts and expenditures to the college's Finance module.
May assistant AVP with College's budget process.
Responsible for development and revision of College's Internal Control Plan and completion of annual State Internal Control Plan Questionnaire.
Work with executive management to develop a College wide Risk Assessment Plan that will form the basis for development of effective controls for each of the major components of the College
Responsible for the review and analysis of the College's cash management and general finances on a continuous basis to ensure accuracy of financial information and financial status.
Establish and maintain operating procedures that assure the staff of each supervised functional area within Finance have clear goals and defined responsibilities and are give the resources to be successful
Develop and monitor cash flow analysis for the purpose of planning and management of College resources to meet the needs of the Institution.
Coordinate and oversee all banking relationships: research and recommend investment options to maximize earnings and limit exposure to loss of principal investment. Responsible for control plans for prevention of banking and fiscal cyber attacks.
Has signatory authority for College documents such as vendor payments, purchase orders, and MMARS documents.
Other duties as assigned.

SALARY: Anticipated salary is $90,000- $95,000 per year plus fringe benefits. Salary will be commensurate with education and experience.

Bachelor's degree in Accounting or related field is required, Masters and CPA preferred, plus six years or more of progressively responsible financial management and accounting experience, preferably in a not-for-profit environment or an equivalent combination of education and experience.
Two years or more of supervisory experience required.
Substantial detailed experience with developing charts of account, and developing/maintaining financial software and ERP systems required. Ellucian Banner and MMARS systems experience preferred.
Substantial knowledge and experience of Generally Accepted Accounting Principles and the Government Accounting Standards
Demonstrated knowledge of the Commonwealth of Massachusetts Financial and reporting system (MMARS) or similar enterprise financial systems.
Demonstrated ability to complete auditable financial statements such as Statements of Net Position, Statements of Revenues, Expenses, and Changes in Net Assets, Statement of Cash Flows and Notes to Financial Statements as well as supplementary Management's Discussion and Analysis and related supporting schedules for audit.
Advanced Excel proficiency required.
Demonstrated knowledge of Capital budgeting, College financing options/alternatives, public bonds, bidding and contract reporting, Federal/State/private grants accounting, and GAAP reporting.
Demonstrated ability to interact with various levels of College staff, Board of Trustees and Finance Committee as well as internal and external agencies such as Office of the State Comptroller, Office of the State Auditor and Independent Audit Firms.
Demonstrated ability to manage an integrated finance system and external interfaces in a timely and accurate manner.
Excellent communication and technical skills required.
Successful experience interacting with culturally diverse populations.
Candidates will be required to pass a CORI/SORI and/or a National background check as a condition of employment.
