Bachelor's degree and experience in procurement and contracts administration; procurement card program experience at a university or state agency in South Carolina; and experience preparing and issuing complex solicitations and awarding contracts in accordance with the SC Procurement Code & Regulations required. Experience with Bank of America WORKS program and Ellucian/Banner software procurement processes preferred.
Knowledge, Skills and Abilities
Knowledge of the legislation, regulations, policies and procedures governing the procurement of goods, services and information technology; the South Carolina Consolidated Procurement Code and Regulations; and finance and procurement software programs. Ability to establish and maintain effective working relationships with faculty, staff and contractors. Ability to train University personnel and communicate effectively verbally and in writing.
Reporting to the Procurement Manager, the Procurement Officer helps create and maintain an ethical, efficient and cost-effective process for the procurement of goods and services. Processes requisitions to purchase orders. Modifies purchase orders, processes change orders and reviews open encumbrance report. Performs complex procurement activities in accordance with the South Carolina Procurement Code and Regulations. Assists and participates in processing solicitations, including developing specifications, distributing solicitation requests, evaluating offers, accepting solicitations, conducting bid openings and processing purchase orders. Serves as program administrator for the University procurement card program. Reviews card applications, orders new or replacement cards, performs monthly allocation report, trains department liaisons and cardholders, monitors card transactions for state contract use, audits card transactions, and maintains and updates the Procurement Card Manual. Develops and maintains Banner Finance Training manual and coordinates and provides Banner Finance training to University users. Advises department staff on procurement policies and procedures.
