As the Procurement and Contracts Manager for the Aviation Enterprise, you will manage the operations of the Aviation Enterprise procurement and contracting team.
Works under the general supervision of the Vice President for Office of Supply Chain Management.
Serves in the Procurement and Contracts Department of the Office of Supply Chain Management at the Headquarters Office.
Oversees the day-to-day management of Aviation Enterprise procurement processes and actions.
Supervises subordinate Contracts Managers and Contracting Officers. Develops, implements, and executes procurement policies and procedures. Aviation Enterprise procurements include a wide variety of large expenditure contracts as well as leasing and maintenance agreements. Performs related functions.
Directs, coordinates, monitors, and reviews activities in procurement and contracting of supply, service, consultant, and capital equipment contracts, as well as leasing and maintenance agreements.
Assists in the identification of, and outreach to, potential offerors who can satisfy solicitation requirements and meet socioeconomic goals and requirements (e.g., Local Disadvantaged Business Enterprises [LDBEs], Women’s Business Enterprises [WBEs]).
Coordinates with the Legal Counsel’s staff and others in developing contract documents and negotiating and settling protests, disputes, and claims.
Assists in developing and updating procurement policies and procedures.
Assists with directing and coordinating purchases off Federal, state, and local jurisdiction contracts via
Metropolitan Washington Council of Governments (COG) riders.
Conducts commercial business review of proposals.
In collaboration with key stakeholders, conducts long-range procurement planning.
Serves as a key negotiator to settle protests and claims.
Serves as a point of contact with representatives of the General Accountability Office (GAO), the Federal
Aviation Administration (FAA), and other funders.

May attend procurement and small business outreach events and trade shows.
Performs other duties as assigned.
Eight years of progressively responsible experience in procurements and contracting.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Knowledge of and ability to conduct pre-award and post-award procurement and contracting activities for goods and services in the public sector, and for large-scale, public-sector construction projects.
Knowledge of and skill in use of FAA Airport Improvement Program (AIP) grant funding requirements.
Knowledge of and skill in applying Federal, state, and local government and industrial sector procurement regulations, policies, and practices.
Knowledge of and ability to apply economic principles and trends affecting procurement.
Knowledge of and ability to ensure compliance with requirements, procedures, and special programs (e.g., Local Disadvantaged Business Enterprise (LDBE) and Owner Controlled Insurance Program [OCIP]).
Knowledge of and ability to perform procurement planning at strategic and tactical levels.
Ability to make detailed analyses of data and information and make recommendations.
Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.
Skill in using a computer and office suite software, with emphasis on using an automated procurement processing system covering procurement-supply chain management.
