General Statement of Duties: The Payroll Accountant must possess and provide strong customer service to varying constituents and employees of the university. Will assist employees with the self-service module related to payroll. Responsible for analyzing, reviewing, calculating, codes and payroll terminology. Verifies, audits, and corrects payroll data for all populations including: full time employees, trust fund students, federal work study students, and contract employees processed through the Commonwealth of MA (HRCMS) payroll system. Assists in the preparation and maintenance of payroll records, contracts, tax documents and spreadsheets. Assigns positions and hires contractors and students. Responsible for interpreting state and federal laws, regulations, collective bargaining agreements, guidelines and procedures to insure compliance as related to payroll. Assists with the administration of benefit deductions. Assists Director with special projects and reports and performs related work as required.
Duties & Responsibilities:
Provides excellent customer service to all employees and constituents of the university, must assist with greeting customers, assist with payroll help line and email or person-to-person such as resetting passwords, correct time labor codes and training employees to utilize self-service.
Must be able to problem solve using independent and discretionary decision making, creative thinker with highly effective organizational skills.
Analyzes, verifies, and edits payroll data from Human Resources/Compensation Management System (HR/CMS); audits payroll as it applies to state and local budgetary accounting and insures accuracy and financial integrity.
Responsible for payroll codes, detail and aggregate time and labor for the SSTA component for all benefited employee.
Processes payroll adjustments, sets up profiles, and processes labor distribution through the Labor Compensation Management system (LCM).
Assists with HR/CMS payroll reporting through LCM verification of sufficient payroll funds, Mobius Reports, and create and run Access/Warehouse database reports.
Hires students in HRCMS and maintains the student active employment list; monitors and assists students with time and labor for Federal Work Study and/or Student Trust Fund Payroll.
Hires contractor (part-time) employees in HRCMS and maintains the contractor active employment list.
Oversee, process and calculate ACA formulas part-time day faculty.
Confirms eligibility for overtime pay or compensatory time credits and/or shift differentials, stand-by pay, substitution of sick leave use, etc. per collective bargaining agreements.
Assist with the completion of verification of employment request forms from financial institutions or appropriate agencies.
Produces and reconciles various payroll summary and discrepancy reports.
Assists employees and or makes referrals regarding payroll and benefits questions such as retirement, leave, ie. (deferred compensation, 403B, state retirement)
Assists employees with completion of payroll forms.
Maintains electronic payroll files including federal and state legal documents.
Responsible for assisting with payroll administrative tasks, including maintenance of payroll change cards, special projects, filing/routing reports to appropriate departments and agencies, preparing paychecks for distribution, answering phones and other applicable duties.
Assists with HR/CMS payroll reporting utilizing Mobius and Warehouse database reports.
Aids Human Resources Department with reports, information and documentation as needed.
Assist and serves as a backup for workers compensation coordination, verification of payroll, time and attendance, etc.
Perform other duties as assigned.
Qualifications:
Applicants must have at least three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least one year must have been in a supervisory, administrative or managerial capacity, or any equivalent combination.
Must possess strong technical experience, strong organization, detail oriented and proven progressive payroll experience.
Experience with payroll software, Peoplesoft preferred, proficient with Access and Excel.
Knowledge and experience with payroll processing; minimum of three (3) years payroll experience.
Knowledge and experience with use of personal computer utilizing Microsoft Office and or Google Suite products including Excel, Access, and Microsoft Word.
Ability to deal tactfully with others and exercise discretion in handling confidential information.
Ability to maintain accurate records, spreadsheets and prepare reports.
Ability to work independently and meet critical deadlines.
Ability to maintain harmonious working relationships.
Ability to perform above duties with or without reasonable accommodation.
Must be able to satisfactorily pass a check conducted by the Criminal History Systems Board (CORI) as well as a completed background check satisfactory to the university.
Qualifications Acquired on Job:
Knowledge of the laws, rules, regulations, policies, procedures, standards and guidelines governing Payroll and Human Resources as it pertains to Fitchburg State University and the Commonwealth of Massachusetts.
Knowledge of types and uses of both university and state documents.
Knowledge of state budgetary procedures including terminology.
Knowledge of campus budgetary procedures including terminology.
Knowledge of HRCMS (PeopleSoft) State Payroll system, Mobius, Labor Cost Management, Access, and Warehouse Database.
