Assistant Director, Operations & Maintenance

This is a professional executive level position requiring advanced knowledge, experience and management skills to assist with direction of water treatment plant operation, water distribution, wastewater collection and reclaimed water system within the Water Department. Responsible for supervising, establishing and monitoring; working with division managers in cost effectively maximizing productivity of their operations and maintenance programs. Work involves responsibility for long- and short-term programs, planning with considerable authority delegated to operations and division managers for implementation of technical and administrative activities. Management skills and sound judgement in decision making is required. Work is performed under the general direction of the Water Department Director.

• Direct division managers and support personnel to maximize safety, productivity and cost efficiency of utilities’ operations and maintenance programs.
• Responsible for making procedural and operation recommendations to the Director. Plan and prepare supporting documentation and presentations.
• Provide long range planning and policy development for the Department.
• Analyze Department’s budget and recommend adjustments.
• Provide direction and leadership to division managers on policies and procedures
• Stays abreast of technology trends, issues and development. Identify and provide training to staff and to other departments as necessary.
• Maintain up to date knowledge of existing and emerging requirements from local/state/federal regulations and mandates related to the Utility Department’s operations.
• Review material and service requisitions.
• Work collaboratively with internal partners of the Water Department.
• Maintain effective working relationship with the City’s Department Heads, elected officials, other government agencies and the public.
• Respond to citizen complaints, issues, and media inquiries.
• Fosters positive employee relations and employee morale on a City-wide basis.
• Performs other related duties as assigned.

Graduation from an accredited college or university with a degree in engineering, science or business administration; supplemented by ten (10) years of progressively responsible experience in utility operations including at least six (6) years in a supervisory or administrative capacity, or an equivalent combination of training and experience.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Must possess and maintain a valid Florida driver's license with satisfactory driving record held throughout employment.

Master’s degree in Business, Public Administration or Science preferred.

Florida water/wastewater license Class A preferred. Must be obtained within 6 months of hire/transfer.
