The Manager of Landfill Operations provides oversight, direction, and coordination of the Municipal Landfill, Recycling Center, and Composting Sections. Directs the overall equipment usage and day-to-day operations of a multi-acre, robust facility. This position is accountable for managing employees for operational excellence and increasing environmental sustainability where possible through public outreach, educational materials, and the compost and recycling programs.
ESSENTIAL FUNCTIONS:
Organizes and directs the operations at South Canyon Landfill, Compost Operations, and the Glenwood Spring’s Recycling Center location.
Coordinates staffing coverages and hours of operation. May step-in and provide support and labor assistance as required.
Identifies areas of growth and expansion of environmentally friendly and sustainable practices.
Communicates regularly with Landfill, Compost and Recycling team members to present updates, maintain federal and state regulations and safety requirements, and overall operational excellence.
Prepares, develops, and revises the annual operating budget and Capital plan for South Canyon Landfill, Compost Operations, and Recycle Center. May request budget items as needed for equipment replacement or preventative maintenance.
Regularly inspects the grounds, boundaries, equipment and signs for any visible wear or tear, replaces or updates standards as required to keep the Landfill and Recycling facilities in peak working condition.
Maintains and prepares reports in preparation for informational and required reviews from local or state authorities.
Identifies needs and develops project-based initiatives, leads construction development and manages consulting engineers and other vendors on all bids, specifications, and delivery agreements.
Updates and manages financial components of workflows in Tyler Munis for purchasing, projects, invoices, and other items as needed.
Continuously learns about new and upcoming regulations and industry best practices; attends conferences and educational forums and seminars virtually or whenever possible.
Consistently makes arrangements for all landfill personnel to receive the annual and semiannual training that is mandated by Colorado Department of Health and Environment.
Coordinates and monitors bi-annual ground water sampling. Conducts sampling as required by the “Engineering, Development, Operations Plan” of all Section 9 impoundments, Leachate Lagoons, and random loads of liquid haulers. Conducts quarterly testing of all Methane Monitoring wells and on-site structures.
Utilizes Net DMR software and submittal process. Accurately submits Stormwater & Leachate discharge reports on a monthly basis.
Collects random samples to be tested for traces of asbestos content, during the shredding and grinding of non-suspect materials (i.e. pallets, furniture, clean wood, etc.).
Collects samples of finished compost and submits to certified laboratory to determine if material is acceptable for sale and certification of the compost.
Represents the City in dealing with general public, local, state, and federal entities. Prepares presentations for, and conducts, public meetings and hearings on solid waste issues. Issues public education materials for waste related programs with assistance from other members of the division.
Responds orally and in writing to sensitive inquires and complaints from both internal and external sources. Meets with customers to evaluate and resolve issues.
Organizes and conducts annual community Household Hazardous waste and paint collection day utilizing contractors and staff.

Ability to develop necessary spread sheets in order to complete annual reports specific to liquids, compost, and tires that are submitted to CDPHE.
Ability to prepare and maintain accurate records and reports, meticulous record-keeping skills and attention to details and accuracy.
Proficiency with microcomputers, clinometer, level and calculator as well as most used computer applications.
Solid abilities to interpret site maps, construction drawings and well logs. Ability to speak in industry terms with contractors and personnel.
Capability to perform field inspections and project construction sites or investigatory inspections for future facilities.
Ability to physically negotiate rough terrain and typical construction sites on foot or in a vehicle provided by the City.
EDUCATION, TRAINING & CERTIFICATIONS
Necessary:
Bachelor’s degree in environmental sciences, engineering, construction management or a related field with 4 years of experience in an environmental, engineering or construction management position, and 5 years of solid waste/construction related experience and personnel management; or any relevant combination of education, skills, or experience.
Possesses a current Commercial Driver’s License (CDL) and satisfactory driver’s record for the past 7 years. Knowledgeable and well-versed on heavy, landfill-specific equipment usage.
Desired:
SWANA designation Manager of Landfill Operations (MOLO) and Supervisor of Stormwater Management Practices Certification through an accredited program.
Completion of SWANA “Managing Composting Program”.
